What Success Looks Like In This Job

Perform complex professional work in computer applications systems development and administration to support Adams County Human Services business objectives.

The Department has elected to consider a range of experience for this vacancy. A candidates' qualifications will determine the level at which they are hired.

Application Programmer/Analyst I: $60,356.79-$84,499.51

Application Programmer/Analyst II: $76,199.06-$106,678.69

Application Programmer/Analyst III: $90,754.30-$127,056.02

Examples of Duties for Success

  • Performs a variety of complex and technical duties in the design, programming, testing, and maintenance of an assigned set of computer applications and/or data.
  • Administers complex commercial off the shelf software applications.
  • Works with end users to design application solutions.
  • Assists users in implementing and supporting application systems including installation, documentation, training, troubleshooting, and modifying.
  • Maintains current working knowledge of all assigned applications systems and peripheral technology.
  • Solves unique and complex problems that have a broad impact on county business.
  • Performs other related duties and responsibilities as required.

  • Ability to recognize and resolve system related problems, work independently, and make necessary decisions throughout the systems process within department guidelines; perform multiple tasks concurrently and respond to emergency situations effectively.
  • Technical proficiency in programming languages and the complete project development lifecycle using C#, MVC and Visual Studio.
  • Thorough understanding of structured programming principles, system analysis techniques, system design, industry standards, system implementation, user training, and follow-up.
  • Thorough understanding of database development for applications using MS SQL Server and MS SQL Server Toolsets. Includes T-SQL development, performance optimization and tuning, disaster recovery, security, SSMS, and SSIS.
  • Experience with Azure DevOps, MS Power BI, MS Power Apps, MS Power Automate, Visual Basic, MS SharePoint, and Crystal Reports would be a plus.

Application Programmer / Analyst I - Beginner

This position requires the minimum amount of education and experience with a maximum amount of staff supervision. An associate degree with emphasis on technology is preferred. One to two years of related job experience is required. This position is intended for those individuals with a high aptitude in the field of technology but with no bachelor's degree or long sustained job experience. The expectation is this position would be heavily supervised by senior staff. This position is Non-Exempt with a T11 salary grade.

Application Programmer / Analyst II - Intermediate

This position requires a mid-level amount of education and experience with a nominal amount of staff supervision. A bachelor's degree in technology is preferred with three to five years of related job experience. This position is intended for those individuals with a committed career choice in technology by the attainment of either a four-year degree and/or demonstrable work history - including current employees in the Application Programmer / Analyst I position who either attain a bachelor's degree, meet the 3-to-5-year experience level, or demonstrate the ability to perform their job with nominal supervision. This position is Exempt with a T15 salary grade.

Application Programmer / Analyst III - Advanced

This position requires the maximum amount of education and experience with little to no staff supervision required. A bachelor's degree in technology is strongly preferred with six plus years of related job experience. This position is intended for those individuals with seasoned career achievement in the field of technology including a four-year degree or sustained work history - including current Application Programmer / Analyst II employees who gain the six plus year experience level AND highly demonstrate the ability to independently perform their duties and manage related projects. This position is Exempt with a T18 salary grade.
