The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a Finance Administrative Officer (Administrative Officer III). The Finance Administrative Officer is responsible for performing purchasing card functions, serving as backup for fiscal note coordinator. Other duties include serving as the Travel Coordinator for MDOT TSO, serving as the Office of Finance's Correspondence Manager and Records Retention Officer, delivering employee development and retention opportunities to Finance staff, being the contract manager for all Finance contracts, and assisting with various duties within the six functional units of the Office of Finance. The Finance Administrative Officer is also responsible for performing accounts payable, vendor maintenance and cost accounting functions while analyzing and monitoring all payments (via MDOT FMIS or the State of Maryland Corporate Purchasing Card) for The Secretary's Office (TSO) to ensure the accurate and efficient procurement and processing of MDOT TSO payments in conformity with the COMAR Small Procurement Regulations and the Comptroller of Maryland General Accounting Division's guidelines and adherence to procedures outlined in the Model Operating Procedures for both State ADPICs and R*STARS.

Duties include, but are not limited to the following:

  • Record all incoming checks (important separation of duties requirement that this be separated from the person depositing the checks).
  • Prepare and distribute late invoice reports to all TSO offices
  • Update and maintain in MDOT FMIS vendor tables any new or revised vendor information for TSO and transmit these updates/changes to the State R*Stars system.
  • Review and verify all cost accounting information on requisitions and invoices processed via MDOT FMIS, for all TSO purchases, ensuring COMAR Regulations are met, determine the method of payment (i.e. CPC or vouchers) and ensure they are accurate, complete and authorized with the proper signatures.
  • Responsible for making TSO payments via the State Corporate Card (CPC) for small procurement under $5,000 in accordance with the State of Maryland Corporate Purchasing Card Program-Policy and Procedures manual

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in administrative or professional work. *Three (3) years of experience in financial administration, program management, or a related field.

*This statement contains a Selective Qualification, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills or abilities).

The Ideal candidate will possess prior experience in a role involving the coordination of finance office.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the state of Maryland.
