Job Summary

This is a highly responsible professional position within the Engineering Department responsible for reviewing private-sector development plans and projects, developing or reviewing engineering drawings and specifications, analyzing traffic impact studies, analyzing traffic, bike and pedestrian safety issues, and planning and managing capital projects related to the City-wide multi-modal transportation network. The candidate will gather data, analyze and perform civil, traffic or transportation engineering tasks within the domains of traffic operations, traffic calming and control measures, traffic modeling, roadway/ intersection design, signal operation and design, bike facilities design, and pedestrian safety/ facilities meeting the Americans with Disabilities Act (ADA) requirements. This position is under the general supervision of the Manager, Traffic Engineering Division, will perform all duties in conformance with City requirements, will engage with and provide input to various City committees, and will engage with and provide timely responses to citizens.

Essential Duties and Responsibilities

TRAFFIC ENGINEER I
$79,260 annually

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Leads or assists in data collection and field investigation efforts for transportation studies and traffic models; including performing traffic counts, travel time runs, capacity analysis, and inventories of roadway elements.
  • Develops and/or reviews traffic impact studies and traffic models for future roadway and intersection projects utilizing engineering knowledge and skills and various traffic analysis tools (e.g. Synchro, HCM, CLV, etc.).
  • Plans, manages and executes capital improvement program (CIP) traffic or transportation projects. Provides engineering analysis and support to the design, permitting, and construction of CIP traffic/transportation projects.
  • Under the technical guidance and support of the Manager, Traffic Engineering:
    1. Utilizes engineering knowledge and skills to produce minor designs of roadways, intersection improvements, signals, sidewalks, paths, temporary traffic control, and other transportation related projects.
    2. Reviews planning cases, site plans, improvement plans, and technical specification packages for compliance with established City, State or transportation industry design standards and codes.
    3. Researches and prepares traffic/ transportation presentations to citizens and citizen/advocacy groups, private development community, the Planning Commission, Mayor and Board meetings, Neighborhood Advisory Council (NAC).
  • Evaluates applications and provides recommendations for road/lane closure permits.
  • Works collaboratively with Public Works Department, Operations to develop and improve applicable maintenance procedures, such as temporary traffic control, traffic control device upgrades and revisions, including signs, pavement marking, traffic signals and related equipment, and identifies annual budgetary needs.
  • Evaluates, tracks and prepares responses to general and citizen traffic requests/complaints.
  • Operates a vehicle on a regular basis, observing legal and defensive driving practices.
  • Performs other duties as assigned.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree in Civil Engineering or related field from an ABET-accredited college or university.
  • Three (3) months of Engineering-intern or similar experience in traffic engineering, transportation planning, or related field in either private consulting, local government, or State Dept of Transportation.
REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Knowledge of the principles and practices of traffic engineering, transportation planning, traffic modeling, and the design, construction and maintenance of public works projects.
  • Ability to define problems, collect data, establish facts, and draw conclusions.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to review traffic studies submitted by consultants and/or to develop traffic and transportation studies supporting City transportation projects.
  • Basic knowledge of the MUTCD, Highway Capacity Manual procedures, AASHTO guidelines, and Critical Lane Volume (CLV) methodology.
  • Ability to create and maintain documents using Microsoft Office (Word, Excel, OneNote, PowerPoint, etc.).
  • Ability to assemble presentations and documents that conform to prescribed style and format to convey traffic information/data to a variety of audiences.
  • Ability to communicate and respond to common inquiries and complaints from customers, citizen and advocacy groups, police, regulatory agencies, or members of the business community, with tact, diplomacy and customer-service acumen.
  • Ability to collaborate and work effectively with multiple city departments, including DPW Operations, Planning Dept, Building Department, etc.
  • Proficiency with computer aided drafting (CAD), transportation design software and GIS software.
  • Ability to understand and apply the advanced mathematical concepts normally included as requirements for a Bachelor's degree in Engineering, Planning, or Architecture.
OTHER DESIRABLES:
  • Engineer-In-Training Certification.
  • Experience with maintaining a database.
  • Experience with GIS.

TRAFFIC ENGINEER II
$85,205 annually

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Leads data collection and field investigation efforts for transportation studies and traffic models; including traffic counts, travel time runs, capacity analysis, and inventories of roadway elements.
  • Develops and/or reviews traffic impact studies and traffic models for future roadway and intersection projects utilizing engineering knowledge and skills and various traffic analysis tools (e.g. Synchro, HCM, CLV, etc.).
  • Plans, budgets, defends, manages, and executes capital improvement program (CIP) traffic or transportation projects. Provides engineering analysis and expertise to the design, permitting, and construction of CIP traffic/ transportation projects.
  • With significant independence:
    1. Utilizes engineering knowledge and skills to produce minor designs of roadways, intersection improvements, signals, sidewalks, paths, temporary traffic control, and other transportation related projects.
    2. Reviews planning cases, site plans, improvement plans, and technical specification packages for compliance with established City, State or transportation industry design standards and codes.
    3. Researches, prepares and delivers traffic/ transportation presentations to citizens and citizen/advocacy groups, private development community, the Planning Commission, Mayor and Board meetings, Neighborhood Advisory Council (NAC).
  • Performs analysis of complex transportation issues, studies, problems or deficiencies. Produce complex design of roadways, intersection improvements, signals, sidewalks, paths, temporary traffic control, and other transportation related projects, under the general technical direction of the Manager, Traffic Engineering.
  • Provides analysis on and recommendations to Manager, Traffic Engineering on applications for Certificates of Adequate Public Facilities Ordinance (APFO), for Roadways.
  • Researches, updates and maintains City engineering design standards and technical specifications for roadways and transportation infrastructure.
  • Manages traffic-related permit and approval processes such as road/lane closure permits.
  • Works collaboratively with Public Works Department, Operations to develop and improve applicable maintenance procedures, such as temporary traffic control, traffic control device upgrades and revisions, including signs, pavement marking, traffic signals and related equipment, and identifies annual budgetary needs.

  • Demonstrated experience in conducting or reviewing traffic operations analysis, roadway and intersection design, travel safety engineering, , traffic control devices, and traffic engineering studies.
  • Licensed Professional Engineer in Maryland.

The employee is occasionally required to move about for long periods of time, position self to perform inspections, and traverse varied terrain. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus.

The employee typically performs work indoors in an office setting. The employee is occasionally exposed to outside weather conditions while on active construction sites, while investigating traffic complaints, and while working with DPW staff/contractors/others on traffic improvements.
