JOB SUMMARY:
The City is looking for a candidate who is preferably fluent in Spanish and communicates well with people. The primary duties of this position involve interviewing clients requesting assistance with energy needs, assisting clients with the OHEP application process, determining eligibility for program benefits, providing energy conservation counseling, networking and making community referrals for residents needing energy assistance. Clients are interviewed on a walk-in or phone-in basis and are usually in crisis due to the lack of fuel and/or a utility cut-off. The position is fast-paced and involves continuous public interaction.
Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs outreach services to provide energy assistance and other services to low-income persons.
  • Provides initial assessment of clients to assess program eligibility, and provides crisis intervention, information, and referral and linkage to other services.
  • Evaluates and confirms application information and determines program eligibility.
  • Enters application and intake information into databases.
  • Counsel's clients on energy conservation, local resources, and budget management.
  • Refers eligible clients to the Weatherization Assistance Program.
  • Maintains all paper and electronic records; performs data entry tasks.
  • Provides coverage for the receptionist as assigned and performs clerical duties such as answering the telephone and greeting clients.
  • Perform other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:
  • High School Diploma, General Education Diploma (GED) or equivalent.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Strong interpersonal communication skills.
  • Good written and oral communication skills.
  • Ability to effectively access and utilize computerized systems and equipment including Microsoft Word, Excel, Outlook, and Internet Browser.
  • Ability to effectively organize work, determine priorities and complete assigned duties in a timely manner with minimal supervision.
  • Ability to work with sensitive, personal information and maintain client confidentiality.
  • Ability to develop and maintain effective working relationships with clients, co-workers, staff members from related agencies and the general public.

OTHER DESIRABLES:
  • Ability to communicate using the Spanish language or languages other than English.
  • Ability to communicate using American Sign Language.
  • Vehicle Operator's license.

The employee is subject to the use of Universal Precautions as required by the Bloodborne Pathogens Exposure Control Plan and to annual Tuberculosis (TB) Testing as required by the Tuberculosis Prevention Plan (annual testing may be declined in writing).
