Description/Job Summary:

The Building People, LLC, has a position open for a full-time Environmental Safety Manager (ESM) for a complete facility maintenance program to support a federal Agency.

The Environmental Safety Manager shall comply with all fire/safety and environmental regulations, which include the National Fire Protection Association, the Occupational Safety and Health Administration, the Environmental Protection Agency, and Federal, State, and Local environmental/safety regulations (Section H for additional requirements). The ESM agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor and Government personnel performing in any way under this contract. The ESM shall perform safety site visits on all jobs. The candidate will ensure that the spaces are in a neat and orderly condition so that they are clean, safe, free of fire hazards, and meet all applicable Environmental Protection Act (EPA) standards. The Contractor shall correct unsanitary or hazardous conditions immediately.

  • Reports to the Project Manager and coordinates with corporate safety personnel on accomplishments, and results of surveys, inspections, and observations relating to the safety and quality performance of staff and subcontractor personnel.
  • Obtain, update, and maintain plans, permits, and standard operating procedures.
  • Provide technical-level support for environmental remediation and litigation projects, including remediation system design and determination of regulatory applicability. Permit Compliance and Reporting.
  • Conduct the development and management of Hazardous Waste and RD&D permit compliance procedures at facility level (recordkeeping/training).
  • Assist in development of air emission calculation tracking.
  • Assist in agency inspections/permitting communications and negotiations.
  • Lead development of facility-specific compliance plans.
  • Assist, manage, and in some cases conduct regulatory-required sampling, analytical testing, and agency reporting.
  • Develop and implements safety procedures and policies
  • Writes and/or updates the project location's Safety Plan.
  • Performs safety audits.
  • Investigates accidents and ensures any needed corrective actions are completed.
  • Coordinates with management, HR, and staff for workers compensation claims.
  • Develop job safety analyses (JSAs) to support restricted-duty work assignments, claims management, and development of safety and quality standard operating procedures.
  • Performs safety surveys (e.g., noise surveys, air monitoring, time and motion studies) to support personal protective equipment policies.
  • Manages PPE program by procurement of proper equipment and employee training.
  • Develops and implements a system to manage hazardous materials and MSDS in accordance with OSHA Hazard Communication standards.
  • Develops, implements, and maintains safety programs.
  • Coordinates and executes employee safety training as required.
  • Inspects work accomplished by staff and subcontractor personnel, to identify any flaws or defects.
  • Inspects vendor subcontractors' work at the project location to ensure safety and quality compliance.
  • Coordinates with subcontractor functional managers and supervisors to ensure quality workmanship and timely completion of all tasks.
  • Perform visual inspection of fire extinguishers in all FLETC Facilities, including Naval Weapons Station, and initial inspection tag. Repair or replace defective units as required. Generate a report for submission to the Safety and Environmental Manager.
  • The candidate must know about basic firearms safety; and must know about and comply with the FLETC Hazardous Material Program (reference 29 CFR 1200), Hazardous Waste Program Hazardous waste as defined in 40 CFR 261 or as defined by applicable State and local regulations. Any discarded material, liquid, solid, or gas, which meets the definition of hazardous material or is designated hazardous waste by the Environmental Protection Agency or State Hazardous Control Authority as defined in 40 CFR 260, 40 CFR 261, 40 CFR 262, 40 CFR 263, 40 CFR 264, 40 CFR 265, 40 CFR 266, 40 CFR 268, 40 CFR 270, 40 CFR 271, 40 CFR 272, 40 CFR 273, 40 CFR 279, and 40 CFR 280 and the FLETC Occupational Health and Safety Program.

The position is an ON-SITE position and will require being at different locations in North Charleston occasionally.


Required Experience & Skills:

  • Shall possess 5 years of recent (within the past 10 years) responsible experience in field management of Environmental Protection Agency (EPA) and Occupational Safety/Health Administration (OSHA) Regulations.
  • AHERA Asbestos Inspector training and Hazardous Waste Site Operation training must be completed within 6 months of acceptance of the position.
  • Should have demonstrated skills and knowledge in implementing environmental/safety programs.
  • Shall have proficiency in oral and written communication in English.
  • Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.
  • Valid Driver's License
  • Ability to successfully pass government background investigation/clearance.

Preferred Experience & Skills:

  • Ten (10) years of Environmental management experience serving in a federal campus-style setting including food services, ammunition, janitorial, industrial operations, and maintenance.

Required Education:

  • Bachelor's degree (B. A.) from an accredited college or university
  • OSHA Certification
