Job Summary

The Loudoun County Department of Building and Development is seeking an experienced manager to lead a team of zoning permit planners responsible for reviewing zoning permit applications for conformance with the Loudoun County Zoning Ordinance, proffers and other administrative and legislative approvals.

This critical leadership role supports the Permits Issuance Division Manager in carrying out the vision and strategic goals of the division, fostering innovation, and developing a strong collaborative team. Experience in budget development, strategic planning efforts, solving complex problems, and developing policies and procedures is strongly preferred.

In addition to supporting the strategic direction of the Division Manager, this position supervises a team of Zoning Permit Planners ensuring the team provides excellent customer service to the public and support to internal and external stakeholders. The ability to communicate effectively in-person, in writing, and verbally with county staff, elected officials, and the development community is critical to the success in this role.

Additional responsibilities include, but are not limited to 1) planning, directing and managing high volume of activities and operations of the zoning permit program; 2) analyzing data to ensure timely review of zoning permits; 3) preparation of statistical reports i support of divisional performance evaluation and budget preparation; and 4) serving as a member of the county's Business Assistance Team.

The ideal candidate will be organized, team oriented, and must demonstrate the ability to engage staff and foster trust across the team. The ideal candidate must also demonstrate the ability to assess operational challenges, solve problems, and resolve conflicts with minimal supervision. Working knowledge of regulatory policies and procedures (local, state, federal) is preferred.

Hiring salary is commensurate with experience.

Minimum Qualifications

Master's degree in Public Administration, Land Planning, or Zoning Administration; two (2) years of related progressively responsible work experience; or equivalent combination of education and experience.
