This position supervises and coordinates activities of engineering technicians and engages in work associated with municipal engineering projects and design. Oversees the projects' progress and provides technical expertise.

Examples of Duties

Carries out supervisory responsibilities in accordance with city policies, procedures, and applicable laws, including participating in hiring process, training in job skills, appraising performance, addressing complaints, resolving problems, and planning, assigning, and directing work.
Plans, allocates, and monitors time, people, equipment, and other resources for the division to ensure efficient organization and completion of work.
Performs work in designing highway projects; checks calculations for accuracy; assists with the design of intersections at locations throughout the City.
Performs work in the area of storm and sanitary sewer design, sizing storm pipes and culverts.
Drafts plan revisions and construction details and makes detailed engineering drawings.
Assists the public by providing them with plans of civil engineering and road projects and answering questions.
Attends meetings with consultants and property owners on issues concerning a variety of engineering projects.
Maintains records and research files using computer software.
Reviews plans to insure the consistency, accuracy and economical design related to city codes, water and sewer standards and specifications.
Composes specialized engineering agreements and construction contracts for specific projects and specialty annual contracts such as easement clearing, bridges and parks and municipal utility improvements.
Provides traffic data collection and interpretation, defining property boundaries, zoning lines.
Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting technical data to management, elected officials, and others.
Writes detailed or technical reports of all findings, conclusions, and recommendations based on a thorough analysis and interpretation of data for presentation to others.
Identifies and develops potential sources of supplies, materials, equipment, and services that are capable of providing appropriate quality at appropriate prices.
Creates and designs plans and specifications, using all available sources of background information, for a project or program to meet the needs of the City and/or Department.
Interprets construction plans and right-of-way plans for the public.
May assist in the direction of the activities of the city survey crew.
May represent the department at development, interdepartmental, departmental, or other meetings as requested.
Maintains construction cost estimates and expenditures records.
Performs other related duties as assigned.
Typical Qualifications

Education and Experience:
Associate's degree or equivalent from a two-year college or technical school, and four to six years of progressively responsible related experience, or any combination of education, training and experience that provides the knowledge, skills and abilities required for the job.
Licenses and Certifications: Valid Driver's License.
