Summary:

The Director Technical Operations (DTO) - SW Terminals is responsible, through subordinate positions, for providing engineering, technical, and operating support to the SW Terminals which consists of the Mont Belvieu Region, Nederland Terminal, and Houston Terminal. This position also provides technical support for the Lake Charles LNG Terminal Liquefaction Project. The DTO and team manage a portion of capital maintenance and expense budgets for Mont Belvieu, Nederland, and Houston Terminal. Responsibilities encompass safety, environmental stewardship, organizing, planning, and directing technical aspects of operations and maintenance within the SW Terminals.

Essential Duties and Responsibilities:

1. Manages and coordinates the activities of the Technical Operations Staff which consists of Controls Engineers, Controls Specialists, Mechanical Engineers, and Electrical Engineers.

a. Includes working with the department staff, engineering and construction, technical services, and coordinating all technical activities within the SW Terminals.

2. Provides daily technical assistance and guidance to SW Terminals personnel necessary to ensure technical competence, operational reliability, and integrity of facilities.

3. Ensures compliance with Federal, State and Local governmental regulations, Company, and departmental policies through participation in periodic audits and PHA's. Governing bodies include DOT/PHMSA, OSHA/PSM, FERC, EPA/RMP, USCG, and state agencies.

4. Through interface with subordinates and SW Terminals operations staff, the incumbent assists in the development of the maintenance capital and expense budgets and provides project management of approved projects in coordination with terminal managers and directors.

5. In conjunction with subordinates, establish goals and long-range plans for technical staff in support of the Terminals departmental goals to improve operations, cost control, safety, and training.

a. The DTO ensures that operations place emphasis on long-range planning including modernization/upgrade of equipment to maintain pace with industry's technological advancements.

b. The DTO recommends, reviews, and develops critical paring philosophies and works with maternal management teams to procure and manage them.

6. Ensures timely RCFA's for major failures. Provides recommendations to mitigate recurrence of failures and improve reliability.

7. Development of new training programs and material for technical personnel. The DTO reviews training needs of hourly employees, prioritizes and initiates steps to ensure training programs are provided relating to equipment inspections, preventative maintenance procedures, and repairs.

8. Provides technical support for growth projects.

9. Develops studies and recommendations for additions, deletions, and improvements to facilities to conform with required and/or anticipated capacities and operating conditions or improve operation efficiently. This includes modernization program related activities.

10. Assists in interviewing and selection of personnel for technical positions in the Area offices. Maintain contact with personnel from various customer and vendor companies, regulatory bodies, and other terminal operators.

11. Participates in Corporate technical & regulatory initiatives and Company standard development.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

1. Bachelor's degree in Engineering or related field.

2. 12+ years of technical and supervisory experience in the industry.

3. Experience in liquid products terminal operations and/or petroleum logistics operations.

4. Ability to communicate effectively with customers and senior management as well as engineering, business development, and other departments.

5. Demonstrated management, analytical, and problem-solving skills.

6. Strong written, oral communication skills.

7. Ability to effectively organize and manage multiple priorities.

8. Strong computer skills.

Preferred Qualifications:

Education and/or Experience, Knowledge, Skills & Abilities:

1. Liquid terminal experience including crude transportation and storage, fuel oil storage, NGL refrigeration, NGL fractionation, NGL storage (ambient, caverns, and refrigerated), dock operations (crude, refined products, NGL's, fuel oil), and pipeline operations.

2. Process Safety Management background.

3. PHMSA background.

4. Knowledge of HES standards and environmental regulations as they pertain to terminal facilities.

5. Industrial field maintenance experience.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job:

1. Usually, normal office working conditions.

2. Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

3. Overnight travel may occasionally be required.

4. Position is based in an industrial setting which may include work around hazardous materials and chemicals as well as extreme temperature conditions and loud machinery. Use of appropriate personal protective equipment is required.
