Job Description
Redhorse Corporation is actively seeking a National Programs and Policy Support (NPPS) Program Security Representative (PSR) to provide multi-disciplinary security support for Collateral, Sensitive Compartmented Information (SCI), Alternative Compensatory Control Measures (ACCM), and Special Access Program (SAP) activities under NPPS responsibility, including security policy, Personnel and Physical Security, Information Technology support, and program protection initiatives, while being responsive to dynamic security requirements involving OUSD(I&S) senior level staff functions. The PSR will support a proactive management structure and assist NPPS team members in evaluating and implementing opportunities for security process improvement to enhance overall program security and efficiencies. The work location is the Pentagon.
Tasks, duties, and responsibilities include, but are not limited to:
  • Ensure strict adherence to the provisions of the NISPOM, its Supplement, the Intelligence Community Directives (ICD), DoD Directives/Instructions, and SAP policy
  • Assist in developing and executing approved policies and procedures for safeguarding SAP, ACCM, SCI, and collateral data in support of NPPS and broader OUSD(I&S) mission portfolios
  • Provide day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems
  • Provide security support for NPPS Information Technology systems and program requirements
  • Support NPPS administrative security including, but not limited to, Personnel Security, Physical Security, security administration, and document/media control, within prescribed security guidelines
  • Manage security protocols and documentation (e.g., Visit Certifications, Program Access Requests (PARs), and SAP indoctrination agreements, SAP Nomination Process (SAPNP) Questionnaire, etc.)
  • Assist with NPPS Communications Security (COMSEC) requirements
  • Assist with the drafting and update of Security Classification Guide (SCG), or other source security documents, for NPPS requirements
  • Assist in developing and implementing program security education & training for NPPS staff
  • Prepare/present briefings, graphics, and visuals for/to leadership on a variety of security related topics
  • Support security inspections, identify security discrepancies, and assist in report preparation for NPPS program requirements
  • Conduct and document NPPS and associated program SCI and SAP facility compliance and credentialing requirements and reviews
  • Conduct exploration of any loss, compromise, or suspected compromise of classified and/or sensitive information, including conducting preliminary inquiries and generating damage assessments resulting from the loss of classified information
  • Coordinate with OUSD(I&S) Security staff, DoD SAPCO, and other affiliated DoD security personnel to ensure security compliance of NPPS activities and requirements
  • Assist NPPS team members, when necessary, with normal day-to-day staff functions, to include office space visitor access control and escort, answering telephones, courier responsibilities, and other duties as required
Basic Minimum Requirements for Skills, Experience, Education and Credentials include:
  • US citizenship with an active Department of Defense (DoD) Top Secret (TS) security clearance and a current access to Sensitive Compartmented Information (SCI) (TS/SCI) is required. Applicants who are not US Citizens and who do not have a current and active TS/SCI security clearance will not be considered for this role. Willingness to submit to additional screening, including Counterintelligence Polygraph exams, may also be required dependent upon program requirements.
  • Bachelor's Degree from an accredited college or university is required.
  • Five to ten years of related experience is required.
  • Security Fundamentals Professional Certification is preferred.
  • Special Program Security Certification is preferred.
Additional Requirements:
  • Working knowledge of DoD and other pertinent Intelligence Community or U.S. Government security policy/manuals/regulations
  • Possess ability to work in a dynamic, senior Office of the Secretary of Defense (OSD) level staff environment, and regularly interact with OSD officials and interagency partners
  • Possess excellent oral/written communications skills with working knowledge of Microsoft Office (Word, PowerPoint, Excel) applications
  • Possess a high degree of initiative and professional judgement requiring minimal supervision
  • PSR may be required to travel occasionally both CONUS and OCONUS for security related oversight and inspection requirements
