ACDHS uses an integrated Two-Generation (2Gen) approach to address all of the basic human services needs of the entire family unit. The 2Gen approach begins with a mindset focused on family-centered program design, continues with the alignment of services and resources within the department as well as across multiple organizations, resulting in coordinated services to children and adults together (family) in order to create long term stability and sustainability.

The 2Gen approach builds well-being for families by focusing equally and intentionally on high-quality services in five areas of focus: early childhood education, adult education and employment pathways, economic security, health and well-being and social capital. This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse and building strong communities.

The CAPS Administrator - Staff Services is responsible for the oversight and management of a variety of programs including Recruiting, Hiring and Onboarding, Internships, Staff Development, Training, Coaching and Business Support Services for the Child and Adult Protection Services (CAPS) Division of the Department of Human Services. This job has oversight of approximately 39 professional and clerical level positions charged with supporting and providing services alongside Child and Adult Protective Services for the residents of Arapahoe County.

Duties

  • Directs and manages specific CAPS programs, supervises staff and ensures business is conducted in a manner that is in accordance with all applicable County, State, and Federal guidelines and regulations.
  • Participates with CAPS Leadership Team in developing services programs, establishing long range goals and objectives, forecasting budgetary and human resources needed to support programs, as well as providing recommendations into IT needs, process improvement opportunities and programmatic upgrades.
  • Oversight and management of critical programmatic functions, which may include project management, business analysis, budgeting, and financial management.
  • Monitors and tracks programs to ensure they are operating consistently and providing quality services, ensures efficient workflows are in place, and provides applicable reporting on program efficacy and/or adjustments needed.
  • Develops systematic methods of implementing program planning which includes developing controls, monitoring workflow, and assigning work to respective units and individuals based on program needs and the skills available.
  • Provides leadership to subordinate supervisory levels to ensure consistency in communication and implementation of programs, management of staff, division practices and expectations, departmental and divisional policies, and procedures, as well as Federal/State rules and regulations.
  • Establishes clear, consistent objectives and expectations for staff, evaluates and manages performance, and provides coaching and corrective action when necessary.
  • Collaborates with HR and Legal to ensures employee relations issues are handled legally, timely and within guidelines and policy, and makes recommendations into corrective action if necessary.
  • Aligns work schedules and activities of the staff to meet business needs and communicates expectations.
  • Ensures effective training programs are in place and directs individual training needs through subordinate supervisory levels.
  • Maintains communication and collaboration with other units in the agency and ensure that there are good working relationships with such units and may be responsible for liaison with other community agencies and the general public.
Requirements

Skills, Abilities and Competencies:

  • Requires knowledge of the theory and application of fundamentals, principals, and practices of Social Work and Human Services program planning and implementation, including child and adult protection assessments, principals of human's behavior, and a broad knowledge of supervisory and management principals.
  • Must have an extensive knowledge of court procedure and the legal and liability implications of social services delivery, extensive skill in teaching social casework practice, excellent written and verbal communication skills, skill in interpreting laws, rules and procedures and the effective communication of this to subordinates. Must have skill in originating, writing, and editing proposal, plans and technical documents.
  • Ability to plan, schedule, and coordinate a comprehensive work program covering all phases of comprehensive social service delivery.
  • Ability to direct and coordinate the work of professional, technical and support personnel. Ability to analyze and evaluate problems relating to the utilization and scheduling of manpower.
  • Ability to perform social work administration without review by other professionals; ability to prepare complex written proposals and reports.
  • Ability to coach, guide and develop staff, which includes strong conflict management skills, coaching and development, and holding staff accountable for performance.

Education and Experience:
* Bachelor's degree from an accredited institution in social work or a human behavioral science field*
* 6 years child welfare experience
* 4 of those years being a child welfare supervisor

OR

* Master's degree from an accredited institution in social work or a human behavioral science field*
* 5 years child welfare experience
* 3 of those years being a child welfare supervisor

* In order to meet the minimum educational requirements of a human behavioral science degree, the applicant must have a degree with major course work (equivalent to 15 semester credit hours or 25 quarter hours) in either development of human behavior, child development, family intervention techniques, diagnostic measures or therapeutic techniques such as social work, psychology, sociology, guidance and counseling, and child development.

Categorically Eligible Degrees:

For the purposes of meeting minimum educational requirements, the following degrees obtained from an accredited university will be considered "categorically eligible". Bachelor of Arts and/or Master of Arts degree in the following areas of study.

Areas of study that will be considered to meet the minimum educational requirements as outlined in Volume VII:

1. Psychology
2. Sociology
3. Social Work
4. Counseling
5. Child Development
6. Criminal Justice courses relevant to child welfare: This includes courses covering topics in juvenile justice, family law, family conflict, general court procedures, interviewing techniques, dispute resolution, and mediation.
7. Foreign language courses
8. Anthropology courses relevant to cultural development and history, linguistic development, and
communications. Physical anthropology courses do not count toward minimum requirements.
9. History courses relevant to family and cultural development.




Supplemental Information


Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.

Post-Employment Requirements:
  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
  • Must successfully complete the State of Colorado Supervisor Academy.
  • Work locations and facilities are subject to change based on business need.
  • Required on call shifts after hours and weekends in a rotational manner amongst administrators and section managers.

WORK ENVIRONMENT:

  • Work is generally confined to a standard office environment.

PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.

  • Spends 80% of the time sitting and 20% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 20 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.
