On July 27, 2023, TC Energy announced the intention to spin off our Liquids Pipelines business and separate into two independent, investment-grade, publicly listed companies- TC Energy and South Bow. Please note that all hires will continue to be formally employed by a TC Energy employing entity until the separation is complete.

The Opportunity

The South Bow Liquids Operations Group is looking to add a Project Engineer to the Growth Project Execution Team, based in Houston, TX.

Reporting to the Manager, Growth Project Execution, this position will act as the technical advisor to the Project Manager from prospecting to operation and is responsible for scope development, technical advice, and engineering contractor oversight throughout the project life cycle to minimize cost and reduce risks and will have knowledge and experience in the execution of engineering and design activities of projects.

What You'll Do

  • Conduct initial project feasibility studies, cost estimating, project risk analyses, and conceptual, preliminary and detail design work
  • Partner with Business Development and the Project Manager to perform alternatives analysis
  • Gather information from previous experience to improve internal design practices towards higher safety and quality standards
  • Provide input into draft project design basis memorandum and engineering scope of work
  • Manage the workflow between TC Energy and external consultants
  • Ensure engineering deliverables meet quality standards in line with internal specifications and local jurisdictions
  • Collaborate and provide engineering support to Project Stakeholders (Land, Environmental, Air, Operations, Technical Services Engineering, etc.)
  • Identify and document opportunities for improvement as lessons learned throughout the design development process
  • Identify to value engineering opportunities and modify established guidelines, devise new approaches, apply existing criteria in new manners
  • Secure engineering contractor(s) through selection process, contract development and award
  • Review engineering contractor invoices and change order requests
  • Review construction contractor change order requests for accuracy and completeness and Support project bid-meetings
  • Establish strategic direction around facility and pipeline engineering specific to FEED work
  • Oversee and track the work of the internal engineering staff, 3rd party engineering, and contractor(s) to ensure work is executed and managed in accordance with approved plans, contracts, schedules, and budgets
  • Collaborate with internal drafting and design team to develop, review, and approve engineering deliverables, when necessary
  • Provide input to develop consistent project cost estimates using established guidelines with solicited input from key Company and third-party stakeholders
  • Plan and coordinate engagement of internal stakeholders including operations and engineering to provide input to and review of engineering deliverables
  • Facilitate project design reviews with Project Stakeholders during FEED and detailed engineering
  • Assist with the review and evaluation of scope changes during detailed engineering and construction and provide input into procurement support activities
  • Lead the resolution of technical/engineering issues during detailed engineering, construction and commissioning, including information requests and needs
  • Technically support resolution of Non-Conformances generated during engineering, procurement of material, construction, and commissioning
  • Liaise between Field Engineering and Design Engineering to ensure design integrity and support the Project Engineering Closeout Documentation
  • Identify changes and support management of change process to ensure integrity is maintained throughout the design development process

Minimum Qualifications

  • Post-Secondary Degree in Engineering
  • 6 years of related liquids project experience
  • Previous experience successfully developing/executing facility, pipeline and/or maintenance projects
  • Proven familiarity with project management principles and practices
  • Demonstrated ability to influence and exercise leadership without formal authority

Preferred Qualifications

  • Register Professional Engineer (PE) and/or Project Management Professional designation (PMP)
  • Proficient in PC-based computer systems and software applications with an emphasis on SAP, Microsoft Excel, Word, and Project
  • Knowledge of TC Energy's Project Delivery Standard or equivalent

This position requires candidates to:

  • Travel to other company locations for temporary assignments, meetings or training (estimated up to 25% of work schedule)
