The Metropolitan Council Environmental Services (MCES) division has one (1) vacancy for a Safety Specialist. This vacancy may be filled at either the Senior Safety Specialist or Principal Safety Specialist level based on the candidate's qualifications and the need of the business.

How your work would contribute to our organization and the Twin Cities region:

The Senior or Principal Safety Specialist manages and leads health and safety programs within best practice frameworks to ensure safe and reliable operations. This position identifies and eliminates root causes of hazards at the workplace, instills a safe work culture and inspires safety advocacy at all levels. This position also creates and supports training programs and investigates major accidents to determine preventative and corrective measures.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

The Senior level specialist will perform intermediate level work, or if hired at the Principal level the specialist will perform higher-level, more complex work within the following scope of duties:

  • Manage, lead and improve ES safety programs according to best practice systematic frameworks. Communicate program requirements and resolve application challenges.
  • Review existing and develop new safety programs.
  • Assess and improve program effectiveness and acceptance. Measure results and communicate outcomes to management and staff.
  • Implement changes to address safety and industrial hygiene issues.
  • Develop and implement exposure monitoring strategies and plans to inform programs.
  • Assist in sample collection and monitoring, reporting and making recommendations. Lead/support site audits or investigations, including field verification and paper audits.
  • Perform incident investigations for events and exposures to build individual and department capacity and resilience, proposes action items and assists with tracking preventive and corrective actions.
  • Consult facility safety committees, chartered work teams, and task teams to provide subject matter expertise and guidance.
What education and experience are required for this job (minimum qualifications)

Senior Safety Specialist

Any of the following combinations of experience (in a safety related industrial and/or construction safety position) and completed education (degree field of study in Safety, Occupational Safety, Environmental Science or other related environmental, health and safety degree):

  • HS Diploma/GED with seven (7) years of experience
  • Associate's degree with five (5) years of experience
  • Bachelor's degree with three (3) years of experience

Principal Safety Specialist

Any of the following combinations of experience (in a safety related industrial and/or construction safety position) and completed education (degree field of study in Safety, Occupational Safety, Environmental Science or other related environmental, health and safety degree):
  • HS Diploma/GED with eight (8) years of experience
  • Associate's degree with six (6) years of experience
  • Bachelor's degree with four (4) years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
  • Certification in any of the following is preferred:
    • Associate Safety Professional (ASP)
    • Certified Safety Professional (CSP)
    • Occupational Hygiene and Safety Technician (OHST)
    • Construction Health and Safety Technician (CHST)
    • Certified Industrial Hygienist (CIH)
  • Experience in change management as it relates to Health and Safety.
  • Experience building and leading teams focused on EHS culture change and continuous improvement.
  • Experience working with union crafts.
  • Experience working with diverse populations of internal and external customers.

  • What knowledge, skills and abilities you should have within the first six months on the job:
    • Knowledge of safety and occupational health concepts, principles, laws, regulations, and precedent decisions.
    • Knowledge of standards, procedures, methods, and techniques applicable to construction projects including construction equipment, materials, and utility systems.
    • Knowledge and skill sufficient to survey specialized industrial operations and practices, including guarding on machines, plant lay-out design, and work processes, and prepare a report of findings with proposed citations, penalties and abatement dates.
    • Practical knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to sufficiently interpret and explain the reasons and purposes for applying measures and procedures, minimizing or abating environmental hazards.
    • Knowledge of Industrial Hygiene Sampling equipment and process.
    • Skilled in Microsoft Office Suite.
    • Strong verbal communication skills and technical writing.
    • Ability to work independently with little direction and manage multiple tasks and programs simultaneously.
    • Ability to work cooperatively with others and to interface with people at all levels of the organization in all types of situations.
    • Ability to identify, develop and assist with safety programs and training compliance needs.
    • Ability to lead and oversee risk assessments to identify potential hazards, assess risks, and develop strategies for mitigating or eliminating those risks.
    • Ability to mentor and coach area employees during times of regulatory or best practice implementation organization change.

    Full Salary Range: $37.50 - $56.60 hourly / $78,000 - $117,728 annually

    What your work environment would be:
    This position works part time in a standard office setting, and the remainder of the time will be spent in an industrial/plant/construction environment or outside with the possibility of exposure to hot and cold temperatures, rain, snow, unpleasant odors, chemicals and other industrial elements.
