Position Purpose

No experience required:

This is the entry-level position in a series of Utility Technicians. Completes maintenance of the sanitary and storm sewer collection systems and operates maintenance and construction equipment a the Associate (entry), Journey (mid), and Senior level.

2024 Salary Range/ Career Advancement:
Associate Level $47,402 - $64,816
Journey Level $52,256 - $71,453
Senior Level $57,608- $78,769

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Performs maintenance of the sanitary and storm sewer collection systems, including but not limited to video inspection and cleaning of the sanitary and storm sewer systems, cleaning debris from irrigation and storm lines, maintenance of pumps for sewage lift stations, and inspection of grease and sand traps.

  • Utilizes appropriate personal protective equipment.

  • Responds to customer service calls on the system, including inspecting and cleaning city mains, checking for proper flow and other like problems. Refers more complex issues to appropriate level crew members.

  • Operates assigned equipment and hand tools, including but not limited to tandem axle dump truck with trailer, mechanical rodding truck, small portable vacuum unit, forklift, jackhammer, metal detector, utility location equipment, paint sprayer, air tester, air blower, combination jet/vacuum trucks, television inspection vans, tandem axle dump truck with trailer, backhoe, front-end loader, skidsteer, mechanical rodding truck, portable by-pass pumps, forklift, jackhammer, air tester, air blower, and snow removal equipment.

  • Informs utility supervisor, utility foreman, and/or senior utility system technicians of repair needs.

  • Performs shop and yard maintenance.

  • Responds to emergency situations, whether in the regular workday or after hours.

  • Carries a cell phone for response to after-hour emergency calls to assist customers as assigned by the supervisor or manager.

  • Must be able to accept and work scheduled shifts for snow removal. and rotating on-call shifts that are 24/7 and 365 days a year for emergencies such as water main break and sewer breaks.

  • Completes required training units to maintain State of Colorado certification and to meet City of Arvada policies.

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of public works and of wastewater and stormwater systems construction, operation and maintenance.

  • Knowledge of the use of equipment used to maintain wastewater and stormwater systems.

  • Knowledge of computer hardware and software to maintain a records system.

  • Knowledge of city safety policies and procedures.

  • Knowledge of flagging, signing and coning, possession of flagging certification.

  • Knowledge, skills and ability to obtain and maintain required licenses and certifications for the position as listed in the minimum required qualifications section of this job description.

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

  • Good customer service skills and ability to adapt and change focus in order to meet customer needs.

SCOPE OF AUTHORITY:

Receives general supervision from a utility supervisor or utility foreman. Fieldwork is completed independently under the direction of a senior utilities technician and/or utility foreman. The utility supervisor establishes daily schedules and priorities.

Financial Accountability:

Makes suggestions to the supervisor for budget allocations pertaining to field operations. Purchases inventory and maintenance items using city procurement card as assigned.

Heavy lifting, pushing or pulling of objects up to 80 pounds occasionally and/or up to 50 pounds frequently. Must be able to access underground vaults, manholes and structures. Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, and dust, noise and dangers of working around construction sites. Occasional exposure to animals (pets, snakes, spiders).

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High school diploma or GED equivalency. Requires the ability to obtain and maintain a valid Class A commercial driver license within 1 year of appointment, and the ability to obtain and maintain the following licenses or certifications within one year of employment: State of Colorado Water Distribution Class I Certification OR State of Colorado Wastewater Collection Class I certification, Flagger certification, Railroad certification, First Aid /CPR, ICS100. This is a safety sensitive position requiring participation in a pre-employment, for-cause and random drug testing program.


Journey Level:

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an outdoor environment with loud noise levels. Physical effort and activities include: strenuous physical work. Constant standing, walking, and hand use. Frequent climbing, balancing, and reaching. Close focus on details at a distance close to eyes. Visual acuity to operate machinery, to operate motor vehicle or heavy equipment, make general observations or inspections. Heavy lifting, pushing or pulling of objects up to 80 pounds occasionally and/or up to 50 pounds frequently. Must be able to access underground vaults, manholes and structures. This is a safety sensitive position requiring participation in a pre-employment, for-cause and random drug testing program.


Class IV Water Distribution or Wastewater Collection certification is preferred.
