Project Background
The Governance Action Hub seeks to explore what is possible in governance action and reform through coalitions for change, connecting people, organizations and networks, and complementing or strengthening existing efforts. In resource-rich and non-resource-rich settings alike, we see a knowledge gap on how to build effective coalitions for systems-wide change, particularly at the local, sub-national level.

At the Action Hub, we understand governance as the ecosystem needed to achieve common, desirable, societal goals. The rethinking of our strategies to pursue a better governance environment requires the agency of local stakeholders, engaging them in the solutions of challenges they face. We do this through strengthening collective action strategies, elevating and supporting local stakeholder ideas, promoting cross-learning, and facilitating the coordination of local and global action.
At the country level, the Action Hub fosters coordination with national or international partners to support radical collaboration, elevate voices, and support problem-solving by testing solutions proposed by local stakeholders. At the global level, the Action Hub aims to progressively build a global community that promotes exchange and cross-learning between and among local and global level actors, leveraging new voices and connecting actors with different perspectives and experiences.

The Action Hub is currently testing a multi-phase locally-led co-creation process to identify entry points for intervention around the Just Energy Transition process in Colombia. Starting in early 2024, the Governance Action Hub completed the first stage of its co-creation process. This included sectoral political economy work and interviews with 50 individuals and organizations in Colombia with deep knowledge of: a) energy transitions, b) the extractives sector, and c) governance and anti-corruption.

In March 2024, R4D conducted the second phase of the co-creation process, which was a scoping trip to test some of the team's hypotheses around feasible entry points in the country. As part of this trip, R4D traveled across the country and interviewed a diverse set of community stakeholders. Immediately following this trip, the Action Hub is trying to seize momentum and interest in Colombia to develop and establish our plan of action. The team has initial ideas about a systems-wide approach of support, focusing on undertaking pilots at the local level. This would be reinforced and complemented by targeted activities at the meso, national and global levels.

The consultant will be the primary in-country point of contact for the next steps around this process and supporting R4D to take concrete steps towards establishing and implementing some of the identified interventions.

El Centro de Accionesta probando actualmente un proceso de cocreacionenvariasfasesdirigidolocalmente para identificar puntos de entrada para la intervencionentorno al proceso de Transicion Energetica Justa en Colombia. A principios de 2024, el Centro de Accion para la Gobernanzacompleto la primerafase de suproceso de cocreacion. Esto incluyotrabajo de economiapolitica sectorial y entrevistas con 50 personas y organizacionesen Colombia con un profundo conocimiento de: a) las transicionesenergeticas, b) el sector extractivo, y c) la gobernanza y la lucha contra la corrupcion.

En marzo de 2024, R4D llevo a cabo la segundafase del proceso de cocreacion, que consistioen un viaje de exploracion para poner a pruebaalgunas de las hipotesis del equipoentorno a puntos de entrada viables enelpais. Como parte de esteviaje, R4D viajoportodoelpais y entrevisto a un conjunto diverso de partes interesadas de la comunidad. Inmediatamentedespues de esteviaje, elActionHubestatratando de aprovecharelimpulso y elinteresen Colombia para desarrollar y establecernuestro plan de accion. El equipotiene ideas inicialessobre un enfoque de apoyo que abarquetodoelsistema y se centre enemprenderproyectospiloto a nivel local. Esto se reforzaria y complementaria con actividadesespecificas a nivelmeso, nacional y mundial.

El consultor sera el principal punto de contacto en el pais para los proximos pasos en torno a este proceso y para ayudar a R4D a dar pasos concretos hacia el establecimiento y la aplicacion de algunas de las intervenciones identificadas.

Role of Consultant
  • The consultant will play an important in-country role for R4D. They will be working closely with groups of international governance experts and R4D staff, none of whom are based in Colombia. The following tasks are expected from the consultant:
  • At R4D's direction, facilitate the implementation of MOUs with government officials
  • Design 3-5 pilots around Alternative Energy Communities at the local level and present pilot designs to R4D for approval and to determine next steps. Pilots will include providing methodological support and identifying resources around innovative approaches to governance as a systems intervention.
  • Find innovative ways to capture the testimony of local voices engaged in transitions
  • Coordinate learning and evidence collection methods to ensure the sustainability of efforts and provide lessons for other countries.
  • Be the main point person to carry out high level dialogue with government and respond to their requests for support at the micro, meso and macro level as they emerge.
  • Oversee the design of a two-way learning and solutions system, with support from R4D's learning team, to ensure: (i) prompt solution of problems throughout the system, (ii) a replication effect of the pilots at scale, and (iii) action research that can be used to collate robust evidence on this experiment.
  • Identify additional entry points for GAH and ways to leverage ongoing work in Colombia
  • In coordination with the research fellow, support the publication and sharing of material for other allies and partners inside Colombia and outside.
  • Upon mutual agreement, the consultant may support the development of analytical material on the Action Hub's approach to governance around energy transition processes to be discussed in other countries.
  • The consultancy will involve domestic travel to locations where the Governance Action Hub is working, as well as program representation at selected events and meetings in Bogota, upon agreement between the consultant and the program director.

Payment Structure and Level of Effort
Payment will be deliverables-based and to be negotiated with final candidate. R4D anticipates that this contract will be an average of 20-30 hours per week from July to December 2024 with periods of more and less intensive work. Travel costs will be included as part of the final negotiated deliverables.

Requirements and Qualifications
  • A Master's (or PhD) degree in Business Management/Administration, Public Policy, Public Administration, Developmental Studies, or a relevant field is preferred
  • 10+ years of applicable experience in governance, accountability, innovation, democracy, energy transition, or related fields from roles within donor/funder organizations, governmental bodies, or multilateral institutions
  • Knowledge of innovative approaches to governance, drawing on relevant tools from other disciplines.
  • Facilitation skills and experience with knowledge of participatory methodologies.
  • Experience in coordination roles - able to shift between leadership and team membership roles
  • Fluent in both Spanish and English
  • Knowledge of natural resource governance issues in Colombia required
  • Based in Colombia
  • Knowledge of the history of clean energy transition policy in Colombia and the plans of the present administration is a plus
  • Ability to build strong relationships across sectors (government, civil society, private sector, international funders, etc.). Already established relationships with these stakeholders are a plus
  • Self-motivated and able to work as part of a team and independently
  • Experience establishing and managing strong networks of various stakeholders
  • Demonstrated experience with project management and reporting
  • Organized and able to balance competing priorities at the same time
  • Solutions-oriented
  • Diplomatic communication style

  • El consultor desempenara un importante papel en el pais para R4D. Trabajara en estrecha colaboracion con grupos de expertos internacionales en gobernanza y con el personal de R4D, ninguno de los cuales esta basado en Colombia. Se esperan del consultor las siguientes tareas:
  • Bajo la direccion de R4D, facilitar la implementacion de MOUs con funcionarios del gobierno.
  • Disenar 3-5 proyectos piloto en torno a Comunidades Energeticas Alternativa a nivel local y presentar los disenos piloto a R4D para su aprobacion y para determinar los proximos pasos. Los proyectos piloto incluiran la prestacion de apoyo metodologico y la identificacion de recursos en torno a enfoques innovadores de la gobernanza como intervencion en los sistemas.
  • Encontrar formas innovadoras de recoger el testimonio de las voces locales implicadas en las transiciones.
  • Coordinar los metodos de aprendizaje y recopilacion de pruebas para garantizar la sostenibilidad de los esfuerzos y proporcionar lecciones para otros paises.
  • Ser la persona de contacto principal para llevar a cabo un dialogo de alto nivel con el gobierno y responder a sus peticiones de apoyo a nivel micro, meso y macro a medida que surjan.
  • Supervisar el diseno de un sistema bidireccional de aprendizaje y soluciones, con el apoyo del equipo de aprendizaje de R4D, para garantizar: (i) la pronta solucion de los problemas en todo el sistema, (ii) un efecto de replica de los pilotos a escala, y (iii) una investigacion-accion que pueda utilizarse para recopilar pruebas solidas sobre este experimento.
  • Identificar puntos de entrada adicionales para GAH y formas de aprovechar el trabajo en curso en Colombia.
  • En coordinacion con el becario de investigacion, apoyar la publicacion y el intercambio de material para otros aliados y socios dentro y fuera de Colombia.
  • De mutuo acuerdo, el consultor podra apoyar el desarrollo de material analitico sobre el enfoque del Action Hub para la gobernanza en torno a los procesos de transicion energetica para ser discutido en otros paises.
  • La consultoria implicara viajes nacionales a lugares donde el Action Hub esta trabajando, asi como la representacion del programa en eventos y reuniones seleccionadas en Bogota, previo acuerdo entre el consultor y el director del programa.

Estructura de pago y nivel de esfuerzo
El pago se basara en los resultados y se negociara con el candidato final. R4D anticipa que este contrato tendra una media de 20-30 horas semanales de julio a diciembre de 2024 con periodos de trabajo mas y menos intensivo. Los gastos de viaje se incluiran como parte de los resultados finales negociados.

Requisitos y cualificaciones
  • Es preferible tener un master (o doctorado) en Gestion/Administracion de Empresas, Politicas Publicas, Administracion Publica, Estudios de Desarrollo o un campo relevante.
  • Mas de 10 anos de experiencia aplicable en gobernanza, rendicion de cuentas, innovacion, democracia, transicion energetica o campos relacionados, desempenando funciones en organizaciones donantes/financiadoras, organismos gubernamentales o instituciones multilaterales.
  • Conocimiento de enfoques innovadores de la gobernanza, aprovechando las herramientas pertinentes de otras disciplinas.
  • Habilidades de facilitacion y experiencia con conocimiento de metodologias participativas.
  • Experiencia en funciones de coordinacion: capacidad para alternar entre funciones de liderazgo y de pertenencia a equipos.
  • Dominio del espanol y del ingles
  • Conocimiento de temas de gobernanza de recursos naturales en Colombia
  • Basado en Colombia
  • Conocimiento de la historia de la politica de transicion a energias limpias en Colombia y los planes de la actual administracion es un plus
  • Capacidad para establecer relaciones solidas entre sectores (gobierno, sociedad civil, sector privado, financiadores internacionales, etc.). Se valoraran las relaciones ya establecidas con estas partes interesadas.
  • Automotivado y capaz de trabajar en equipo y de forma independiente.
  • Experiencia en el establecimiento y la gestion de redes solidas de diversas partes interesadas
  • Experiencia demostrada en gestion de proyectos y elaboracion de informes
