We are seeking Exercise Project Officers (EPOs) to support an important mission at Joint Base Pearl Harbor Hickam, Pearl Harbor Hawaii. An active Top-Secret/SCI eligibility clearance is required.

Headquarters Pacific Air Forces (HQ PACAF) participates in and is responsible for over 40 Joint Chief of Staff (JCS) and component exercises and events conducted with allied countries throughout the Indo-Pacific region each year. These exercises, Building Partnership Capacity (BPC) engagements, and aerial events/tradeshows provide essential insight into managing our technology investments, improving and maintaining the combat capability of U.S. forces, and furthering US Indo-Pacific Command's (USINDOPACOM) Theater Security Cooperation (TSC) strategy within the region.

HQ PACAF is the Organization Coordinating the Exercise (OCE) for several JCS exercises. HQ PACAF is tasked with developing and maintaining Operational Plans (OPLANs) that cover several different contingencies within the INDOPACOM Area of Responsibility (AOR).

The Exercise Project Officers will support the PACAF PLANORD (Pacific Air Forces Plan for Operational Readiness and Development) listed exercises during the entirety of the "Joint Exercise Life Cycle" (JELC), i.e. from the Concept Development Conference/Initial Planning Conference (or time of assignment) through Execution and the After-Action Review (AAR) process. This entire process is known as the JELC, and it will be utilized for all JCS and PACAF exercises, events, and engagements.

Responsibilities:

  • Formulate, develop, assist with implementation and document each assigned exercise/engagement. Specifically, plan and organize assigned exercises, estimate costs and funding within assigned budget, and conduct all phases of the exercise planning cycle from the time of assignment through the after-action assessment.

  • Coordinate and communicate with other offices and activities (e.g., USINDOPACOM, HQ PACAF, other service components, NAF agencies, Wings, etc.) that have a role in the assigned exercise.

  • Coordinate with USAF and/or other service component planners and their staff to provide guidance, assistance, and training to ensure continuity of effort and the orderly management and execution of the operations and logistics support functions.

  • Develop the purpose, objectives and attendee list for exercise planning meetings and conferences in coordination with the designated Lead Planner and PACAF/A37 COR, as well as coordinate the logistical support for those events.

  • Analyze and document the effectiveness of exercise planning functions as part of the after-action reporting for assigned exercises.

  • Enhance strategic planning for historic cross-border relationships and specific national customs and protocols during PACAF's involvement in designated exercises and events.

  • Consider both current and projected PACAF force compositions, including geographical locations, names of wings and NAFs, aircraft types, etc. Additionally, consider PACAF's roles, responsibilities, force presentation doctrine, and capabilities (such as COMAFFOR, JFACC, Air Operations Center, etc.) when coordinating with partner nations and other service components. These elements are essential for guiding and defining PACAF's involvement throughout the entire Joint Exercise Life Cycle (JELC) of exercises and engagements.

  • Identify, analyze, and rectify contingency issues and errors encountered throughout the Joint Exercise Life Cycle (JELC), also responsible for coordinating and communicating with participating units, wings, MAJCOM staff, and leadership. This role involves highlighting current and anticipated issues and proposing Courses of Action (COA) to mitigate deviations in the JELC. Ensure the resolution of issues and maintain the smooth progression of operations.

Required Qualifications:

  • U.S. Citizen with Active Top Secret/SCI security clearance

  • Three (3) plus years of experience planning USAF MAJCOM-level, or equivalent exercises.

  • Three (3) plus years aviation background (Pilot/Navigator/Air Battle Manager/ Aircrew Member) (preferred) to lead planning or conduct Field Training Exercises (FTXs), Command Post Exercises (CPXs), Staff Exercises STAFF-EX) or Table-Top Exercises (TTX) and Engagements involving aviation assets or that are aviation centric.

  • Familiarity with operational and logistical support requirements for exercises, deployments, and mobilizations.

  • Knowledge/familiarity with the PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.).

  • A working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy.

  • Ability to effectively liaise with national-level agencies, DoD, Services, Combatant Commands, and Intelligence Agencies.

  • Solid analytical skills and be able to operate in a demanding environment while executing multiple tasks simultaneously.

Other Desired Qualifications:

  • Knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with experience using these systems while supporting USAF Major Command level (or equivalent) exercises, or significant deployments (i.e. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event).

  • Operational and/or logistical experience in the Asia-Pacific Theater.

  • Familiar with financial nomenclature and documentation as well as the Manpower MPA Man-day Management System (M4S).

  • Familiar with standard funding documents, such as Military Interdepartmental Purchase Requests (MIPRs), AF-616s, and Comptroller Alert Messages (CAM).

  • Working knowledge of Joint Training Information Management System (JTIMS) and Global Theater Security Cooperation Management Information System (G-TSCMIS) requirements and capabilities and be able to become proficient in using required capabilities with minimal training.

  • Experience in planning and executing CPXs and FTXs within the INDOPACOM AOR.

Strongly Desired Qualifications:

  • Military experience within the last 5-10 years

  • Military officer background; rated and/or logistics experience

  • Air Operations Center (AOC) and/or MAJCOM/NAF Staff experience
