We are seeking a Neptune Hawk Security Officer to support an important mission at Joint Base Pearl Harbor Hickam, Pearl Harbor Hawaii. An active Top Secret/SCI security clearance is required.

Headquarters Pacific Air Forces (HQ PACAF) participates in and is responsible for over 40 Joint Chief of Staff (JCS) and component exercises and events conducted with allied countries throughout the Indo-Pacific region each year. These exercises, Building Partnership Capacity (BPC)? engagements, and aerial events/tradeshows provide essential insight into managing our technology investments, improving and maintaining the combat capability of U.S. forces, and furthering US Indo-Pacific Command's (USINDOPACOM) Theater Security Cooperation (TSC) strategy within the region.

HQ PACAF is the Organization Coordinating the Exercise (OCE) for several JCS exercises. HQ PACAF is tasked with developing and maintaining Operational Plans (OPLANs) that cover several different contingencies within the INDOPACOM Area of Responsibility (AOR).

The work consists of planning operations and logistics, which requires a thorough analysis of exercise objectives & tasks, PACAF units' capabilities, deployment requirements, forward operating location(s) assessments, and resource constraints. Typical assignments require developing detailed plans, milestones, documents, and maintaining budgets; organizing and managing multi- functional USAF, Joint and Combined teams; responding to requests for information; and developing options, recommendations, and analysis.

The Neptune Hawk Security Officer will perform duties in support exercise security requirements which includes managing the physical security posture of a SCIF and training of all personnel assigned to the Neptune Hawk program.

Responsibilities:

  • Administers aspects of DoD, DoE and industrial security program to ensure compliance with government and industry security policies and procedures.

  • Coordinates with event host for security requirements.

  • Develops and maintains security standards and operating procedures for designated events as required.

  • Assists in the revision of established security procedures, checklists and/or manuals by incorporating lessons learned to prevent spills, losses and/or violations of security procedures and processes.

  • Conducts classification reviews of inbound/outbound correspondence.

  • Assists in the maintenance of a document accountability database and associated correspondences.

  • Ensures proper destruction of classified and confidential information in accordance with policies and procedures.

  • Processes electronic media for accountability.

  • Supports reproduction of classified materials.

  • Assists in the processing of inbound data and outbound transfer files.

  • Transfers electronic data files to internal and external customers.

  • Maintains a point of contact listing for supporting organizations.

  • Develops, coordinates, and maintains Entry Access Lists (EAL) for organizational events.

  • Assists with researching, processing, filing, and maintaining inbound and outbound visit notices.

  • Escorts facility visitors and maintains associated logs.

  • Assists in the preparation of facility access control badges.

  • Conducts entry and exit inspections.

  • Assists in the maintenance of facility access control systems, to include visitor control.

  • Performs data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota information.

  • Assists in maintaining personnel security files for all personnel of the supported element.

  • Provides security awareness training for all cleared personnel. Ensures compliance with all aspects of the program including personnel, physical, and administrative security systems, and

  • Performs miscellaneous administrative support functions as directed by the NH Team lead or On-site lead.

  • Reviews, tracks, and monitors security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions.

  • Participates in USAF SAP security compliance inspections of government organizations and industry.

  • Implements Top Secret Control for accountable material and associated correspondence.

  • Prepares and/or processes inbound and outbound classified mail, faxes, courier packages and receipts.

  • Prepares, processes, and/or reviews Program Access Requests (PAR) for accuracy and access eligibility and coordinates cross-COCOM clearance transmissions.

  • Executes Special Access Program (SAP) Nomination Process Questionnaires.

  • Conducts Defense Information System for Security (DISS) and SAPNP reviews of candidates being submitted for SAP access.

  • Performs data entry and record checks in JADE and maintains all customer sponsored personnel access information currency.

  • Performs indoctrinations and debriefings for ACCM and SAP.

  • Coordinates Collateral, SCI, and SAP visit requests for Foreign National Partners participating in events.

  • Tracks and manages personnel briefed/debriefed to ACCM in support of NH activities.

  • Manages facets of a Sensitive Compartmented Information (SCI) program including physical, personnel, information, or industrial security.

  • Ensures all equipment entering the facility is authorized prior to entry.

  • Ensures all visitors are signed in/out of facility; files visitor logs for 90 days.

  • Inspects the SF-701, Activity Security Checklist/End of Day Checklist and ensures it is completed daily.

  • Conducts and documents random searches/inspections monthly.

  • Accomplishes Self-Inspection Checklist annually and files in the SCIF folder.

  • Tests Emergency Action Plans and documents annually; files plan in SCIF folder.

  • Conducts and documents an Alarm/Guard response test in conjunction with PACAF/A2SP and Security Forces every 6 months.

  • Ensures all shredders, phones and alarm/IDS are approved by the PACAF SSO.

  • Ensures all SCIF personnel are familiar with alarm authentication procedures/codes.

  • Reports all security incidents.

  • Monitors and reports violations of Personal Electronic Devises (PEDs) and Cell phone Policies.

  • Updates FFC/TEMPEST Addendum as needed and submits to the PACAF SSO.

  • Ensures all SCI personnel participate in Security Awareness Education Programs.


Required Qualifications:

  • U.S. Citizen and Top Secret/SCI security clearance and be Special Access Program (SAP)/STO and ACCM eligible.

  • Working knowledge of SCIF management with a minimum of three (3) years hands on experience.

  • Experience working with Special Access Programs (SAP).

  • Solid communication and multitasking skills.

  • Outstanding organizational skills and a proactive, self-motivated attitude.

  • Proven ability to work and lead in a team environment with demonstrated leadership and customer interface skills.

  • Working knowledge of current Microsoft Office applications.

  • Demonstrate strong analytical prowess and excel in high-pressure environments while effectively managing multiple tasks concurrently.

Strongly Desired Qualification:

  • Minimum of three (3) years of experience in a MAJCOM or higher-level command staff.
