This is a Contingent (5-6 months) - Hybrid role at our Jackson Care Connect office in Medford, Oregon. In office day will be Tuesdays, as well within the community on an as needed basis.

Job Summary

This position is responsible for the strategic deployment and operational implementation of the network strategy within the assigned CCO geography. The primary focus is on physical health and coordination with Mental and Dental strategy. This position is responsible for the relationship management of participating providers. The position supports the execution of transformation activities designed to achieve triple aim results for the population and is accountable for access and quality outcomes for the service area and for the funded portfolio of clinical initiatives generated and funded from the Panel. This position has matrix accountabilities for multiple teams within CareOregon including population health, quality assurance and contracting.

Essential Responsibilities
  • Working directly with network leadership, facilitate, support and coordinate the network facing teams within Jackson CCO (JCC) and CareOregon to create aligned work and priorities.
  • Develop and implement clinical programs identified by JCC and CareOregon staff or CAP to improve cost, quality, and access within the service area.
  • Lead the development of the clinical stakeholder engagement strategies for major partners within the service area.
  • Lead and participate in projects to ensure execution and effective implementation of the regional network strategy.
  • Develop communication plans to ensure that internal and external stakeholders are informed and aligned to support the execution of clinical initiatives; this includes working cross-departmentally with other CareOregon/CCO departments.
  • Support the strategy for effective investment of the CCO's funding including total cost of care and primary care payment model to; ensure program costs are allocated appropriately across financial categories in collaboration with finance department.
  • Leverage the work of the team to ensure CCO Metrics and Star metrics are achieved in the region, guide prioritization, clinical engagement, and execution.
  • Represent the Region in applicable activities including medical and other professional organizations; participate in activities that enhance CCO's image within the community.
  • Serve as a representative and spokesperson for the CCO in support of integration and coordination activities.

  • Performs supervisory tasks in collaboration with Human Resources as needed.

Experience and/or Education

Required

  • Minimum 5 years of progressively responsible professional experience related to clinic-network operations, including 2 years' experience in project management with experience leading large, complex enterprise-wide projects and experience in facilitating large multi-stakeholder collaborations
  • Experience as an influential communicator and creative problem solver, with successful examples of partnering across functions within a corporate matrix environment to gain consensus and support for new initiatives and programs
  • Valid driver's license, acceptable driving record, and automobile liability coverage or access to an insured vehicle

Preferred

  • Minimum 2 years' experience in a supervisory position or minimum 1 year experience in a supervisory position with completion of CareOregon's Aspiring Leaders Program
  • Experience working in the healthcare industry, preferably to include management of clinical delivery system care or managed care organization (Medicaid and/or Medicare)
  • Broad experience with a corporate matrix environment, with regular interface with centralized and field-based operational and business development functions (finance, network, contracting, medical management, sales and customer service)

Knowledge

  • Medical policy knowledge and skills as related to clinical quality, case and disease management and credentialing activities
  • Knowledge of information systems used in clinical care and the strategic clinical use of electronic information
  • Basic knowledge of applicable regulatory and contractual requirements
