Job Summary: The Manager/Senior Manager, Government Reporting & Pricing Analysis is responsible for ensuring compliance with statutory reporting requirements including Centers for Medicare and Medicaid Services (CMS) the Department of Veterans Affairs (VA), Public Health Services (PHS), and any state price reporting requirements. This individual is also responsible for administration and analysis of government contracts including the Federal Supply Schedule (FSS). This position reports to the Director, Contracts and Price Reporting and works closely with the Director of Contracts, Director of Strategy, Finance, Legal and Regulatory Affairs. The incumbent in this position is expected to develop into a subject matter expert and will act as the point person for all government price reporting and contracting activities.

Essential Duties & Responsibilities:

  • Collaborate with government pricing (GP) support vendor to ensure government price calculations are accurate and certified/reported within mandated deadlines for all Supernus owned labeler codes. Subject matter expertise of statutory pricing calculations including Average Manufacturer Price (AMP), Best Price (BP), Unit Rebate Amount (URA), 340b Price, Average Sales Price (ASP), Non-Federal Average Manufacturer Price (NFAMP) and Industrial Funding Fee (IFF).
  • Manage the processing of government rebate invoices, including Medicaid, Medicare and Tricare, accurately and within mandated timeframes. Manage disputes that arise as a result of analysis performed on invoices and related documents.
  • Work with 340b duplicate discount vendor in collaboration with the rebate processing vendor to initiate and resolve disputes.
  • Review calculated results with department leads and advise on data issues, exceptions and variances to provide insights and gain approval of the results from the CFO for calculation certification.
  • Support a culture of compliance by maintaining and updating SOX documentation with a focus on performing analysis to identify the impacts of regulatory and/or guidance changes impacting government pricing, programs or rebates and communicating those changes to appropriate cross-functional team members within the organization. Proactively monitor changes in guidance and regulations impacting Government Price reporting and operations. Collaborate with the team members and legal to determine impacts and update policies, procedures and SOX documentation to reflect all changes.
  • Maintain foundational department documents including reasonable assumptions, policies, SOPs and work instructions to reflect current practices and updated regulations. Participate in FMV/BFSF review projects and ensure results are incorporated into the GP calculations. Provide recommendations for process improvements.
  • Prepare and present pricing and impact analysis to provide actionable insights in support of business communication and management decision making. Prepare ad-hoc analysis and reports on an ongoing basis.
  • Develop and then demonstrate up-to-date, in-depth understanding of government payer landscape, including Medicare Part D, Medicaid, and Tricare. Clearly communicate this type of information to colleagues with different levels of knowledge ensuring their understanding.
  • Proactively collaborate with Finance, Corporate Accounts team members and other internal stakeholders to ensure forecasts are accurate and based on reasonable assumptions.
  • Act as the primary contact with the State Price Transparency (SPTR) vendor ensuring Supernus is compliant with all applicable state requirements. Gather and validate data required in various state reports ensuring the vendor has all information to support reporting requirements.
  • Demonstrate knowledge of internal and external customers and understands their needs; builds and maintains effective internal and external customer relationships; responds promptly to customer need
  • Ability to effectively communicate and partner with a matrix Supernus team that includes marketing, sales, medical and managed care contracts.
  • Collect, research and synthesize complex or diverse information and develop experience to interpret the data.
  • Gather and analyze information effectively; recommend, implement and evaluate courses of action; identify and resolve problems in a timely manner; develop and present project alternatives and recommendations to achieve objectives.

Knowledge & Other Qualifications:

  • A./B.S. required. Prefer concentration in Finance, Business Administration, Life Sciences or Healthcare Policy
  • 4+ years of Government Pricing, Analytics or Finance in biotech/pharmaceutical industry
  • Strong skills in Excel, Word and PowerPoint (Microsoft Office) as well as third party platform data systems
  • Demonstrated understanding of regulatory requirements for the Medicaid, Medicare, Veterans Healthcare Act and other state/federal regulations on pricing and reimbursement of pharmaceuticals as well as working in regulated environment
  • Must possess excellent organization, interpersonal and communication skills with a strong attention to detail and the ability to work cross-functionally
  • Attention to detail and strong analytical skills related to model creation/maintenance and ability to review and understand complex data-sets
  • Strong business acumen along with sound judgment and decision-making ability
  • Must be a team player with ability to motivate and lead with the ability to influence without authority
  • Ability to handle highly confidential information
  • Ability to recognize and adapt to change and ability to multi-task
  • Ability to generate creative solutions in the ever-changing environment of Government Pricing and statutory reporting.

Physical Requirements/Work Environment/Travel Requirements:

  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or carrying objects. Sedentary work involves sitting most of the time.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer screen, iPad, or other electronic device; and extensive reading
  • The worker is not substantially exposed to adverse environmental conditions
