Job Summary

The Loudoun County, Virginia Department of Building and Development is seeking a highly motivated professional with an extensive knowledge of electrical systems for the Chief Electrical Inspector position. The Chief Electrical Inspector position is a critical part of the leadership team within the Code Enforcement Division. It requires an individual with a blend of leadership, managerial and technical skills, unique to Code Enforcement and the Divisions mission of providing exceptional customer service and protecting the public through administration of the USBC.

The successful candidate will have to learn a wide variety of procedures, skills, and methods of operation, which are critical to customer service, overall service delivery and public safety and continued innovation in the field of electrical code enforcement.
The duties and responsibilities of this position include:
* Leadership and Management responsibilities for the daily operation of inspections for the electrical inspection staff; oversees the technical and administrative aspects of the Electrical Section.
* Serving as Subject matter expert on issues related to applicable Electrical and related codes, including Code interpretation, and recommendations for Code changes that would enhance the County's ability to enforce the code to meet local demands. Including providing technical code expertise and consultation to staff, contractors, engineers,
architects, owners/applicants, attorneys.
* Coordination and facilitation of special inspections, pre-construction meetings, complaint resolution, meetings with contractors, registered design professionals, owner/applicants, and third-party agencies with functional design or inspection responsibility to ensure that the technical complexity of issues is relayed in a clear and concise manner to all parties.

* Technical and complex training about new techniques in construction and
materials and about new or complex statutes, codes, and ordinances.
* Responds to customer service inquiries related to the electrical provisions of the Virginia Uniform Statewide Building Code.
* Provides support to Building Official in performing administrative tasks as assigned, such
as: budget, training schedules, and special projects that relate to the administration of the
Virginia USBC.
* Manages staff performance in accordance with County and Human Resources (HR)
policies; provides regular feedback; completes appraisals of performance; ensures staff
adhere to all applicable policies and procedures of the Department and of the County;
ensures staff is trained and certifications are current; and updates supervisor of challenges
with staffing, workload, or performance.
* Provides leadership to staff including career development, succession planning and cross training.
* Shares responsibility with the Building Official for training, technical support and plans review workflow coordination.
* Supports the Permit Issuance Division counter staff.
* Assists project managers on FOIA and LeX requests.

The ideal candidate will possess outstanding communication skills, both verbal and written, excellent leadership and supervisory skills, provide great customer service and foster a team environment. They will be organized, exhibit a high level of self-motivation, interpersonal skills, including establishing and maintaining relationships with fellow employees, County officials, contractors, and the public and integrity. The ideal candidate can solve problems and resolve conflicts with minimal supervision and will have a working knowledge of policies and regulations (local, state and federal) surrounding building code regulations. The successful candidate will also excel in areas such as communication, continuous learning, customer-focused service, dependability, flexibility, interpersonal skills, leadership, planning and organization, reasoning and problem solving, and teamwork.

Salary commensurate with experience.

Minimum Qualifications

Bachelor's degree in engineering, management, or construction related field; two (2) years of code enforcement management or other complex project management experience along with one (1) year of supervisory experience; or equivalent combination of education and experience.

Job Contingencies and Special Requirements

The position requires a valid driver's license, DMV, and criminal background checks.

Must obtain and maintain state certification as an Electrical Plans Examiner within one (1) year of hire. Must take County required supervisory training within one (1) year of hire.
