Qualifications

VNE, LLC is looking for a TS/SCI Cleared Targeting Analyst Senior Level

Minimum Qualifications:

Education:

  • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience.

Experience:

  • At least 12 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
  • Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.
  • Demonstrates ability to use logic and systematic approaches to gather, evaluate, and synthesize multiple sources of information.
  • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.
  • Demonstrates ability interpreting analysis to include, but is not limited to, its meaning, importance, and implications.
  • Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
  • Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.
  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.
  • Demonstrates proficiency using Microsoft Office tools.
  • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.
  • TS/SCI level Clearance required. CI Poly preferred.

Job Description:

  • Develops targets and target systems for joint lethal and / or non-lethal engagements.
  • Develops target nominations, creates database records, and databases target intelligence products.
  • Produces all-source analytic damage estimates and battle damage assessments and assists with combat assessment requirements.
  • Conducts collateral damage estimation, performs target list management, target strategy development, and provides joint target intelligence support to deliberate and dynamic target engagements.
  • Provides recommendations for target prioritization to achieve commander objectives for plans and operations. Provides database nominations, creates and updates database and uploads TMs into databases.
  • Provides assistance in developing the processes and procedures to facilitate combat target development IAW CJCSI 3122.06C, CJCSI 3160.01A, CJCSI 3370.01A, CJCSM 3370.01, and CJCSM 3375.01, battle damage assessment (BDA) IAW CJCSM 3162.01, dynamic targeting IAW Joint Publication 3-60, and combat target enterprise management (training, automation, standardization, exercise coordination, and readiness), to United States Cyber Command (USCC) Commander, the USCC J2, J3, J5, and SJA staffs, and the USCC Components.
  • Assists with long range planning and coordinates intelligence and combat targeting efforts within USCC, with USSTRATCOM, other Combatant Commands, the Joint Staff, Military Targeting Committee, and the Intelligence Community.
  • Assists in the production of combat target materials, BDA reports, and with the maintenance of combat target lists.
  • Submits Requests for Information and intelligence report evaluations, produce combat target materials that include, but are not limited to, Target System Analysis (TSA), Electronic Target Folders (ETFs), target graphics, and Battle Damage Assessments (BDA).
  • Uses intelligence tools, including Modernized Integrated Database (MIDB) interfaces such as National Production Workshop (NPW) and Joint Targeting Toolbox (JTT).
  • Uses a wide-range of research and analytic tools and techniques in order to conduct target systems analysis, target development, and BDA, and to provide recommendations to the J2, J3, J5, and USCC Components to conduct OCO/DCO-RA.
  • Assists in editing all combat targeting products for content and clarity in support of the USCC J2.
  • Conducts staff functions, including creating, managing and coordinating responses to formal staff packages, responding to requests as subject matter experts, acting as subject matter experts during operational, planning, and combat targeting meetings, working groups, and coordination boards.
  • Provides oral and written updates to J2, J3, J5 and USCC Component leadership.

Essential Duties of the Job:

  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face
