Overview

Amyx is seeking an Integration Lead to support our DTRA CTR contract at Ft. Belvoir, VA.

The Integration Lead (IL) serves as a coordinator and integrator working closely with government Science Managers (SMs), Program Managers (PMs) as well as Advisory and Assistance Services (A&AS) personnel contributing to implementation of the Biological Threat Reduction Program (BTRP) priorities. IL is primarily a program management and acquisition support role - with a focus on eliciting and applying technical information (e.g. reviews, analysis, metrics, etc.) from A&AS Subject Matter Experts (SMEs) - in support of Cooperative Threat Reduction (CTR) priorities, acquisition plans, and facilitates collaboration across various government and A&AS teams applying the Integrated Project Team (IPT) concept. ILs work closely with A&AS Portfolio Leads (PLs) and SMEs to facilitate comprehensive support and contribute to successful program engagements throughout the lifecycle - from new country assessments and requirements development to engagement closeout.

The ILs support the SMs across their portfolios through identifying the right expertise requirements for the projects, program management support for awards monitored by the SMs, and integration of requisite technical and programmatic expertise into that support. ILs incorporate information from country and regional-level requirements, program plans and end states into holistic recommendations for technical activities including but not limited to biosafety enhancements, technical training, biosurveillance studies, and laboratory renovations. Ils are required to understand the limitations and restrictions pertaining to the contractor's role and authorities/responsibilities that qualify as an inherently government function.

ILs report to the A&AS Division Leads. ILs' primary client interfaces are the SMs and PMs.

Responsibilities

Key responsibilities include but are not limited to:

    Program Management and Acquisition
      • Coordinate and lead meetings to support SM for program execution, monitoring, and planning
        • Take notes and coordinate action items resulting from meetings.
      • Provide project management support (cost, schedule, and performance) for the full range of BTRP activities in the assigned portfolio, using project management best practices and approved acquisition processes.
      • Assist and advise government counterparts, and engage A&AS counterparts, throughout the acquisition lifecycle including but not limited to requirement validation, project idea development, acquisition planning, project initiation, execution and monitoring, and closeout.
      • Support the client in drafting and finalizing messaging and reports related to the portfolio.
        • Examples: Program Objective Memorandum (POM), Annual Report to Congress (ARC), spend plans, metrics review materials, Weekly Activity Reports (WARs), and regional/country summaries for the Office of the Secretary of Defense.
      • Support government counterparts in Program Management Reviews (PMRs)
        • Draft materials, prepare talking points, and assist with action items.
      • Support prompt and thorough responses to short-fuse taskers.
      • Gain access to, and become proficient in various government systems.
        • Examples: Automated Trip Request Information Process (ATRIP), Program Budget Management Tool (PBMT), Mercury/Threat Reduction Logistics Services (TRLS), and Consolidated Acquisition Tool (CAT).
  • Liaison
        • Serve as an integrator and coordinator assisting SMs and PMs in determining the type of expertise required for any given engagement. Apply experience, expertise and interest towards effective integration of project management and scientific/technical domains.
          • Anticipate, receive, confirm, track (log) and proactively follow throughout the engagement lifecycle.
        • Be closely familiar with technical expertise available in the science, acquisition, finance, training, contracting, property, and other teams to leverage the full spectrum of knowledge available in the A&AS community and to appropriately apply the IPT construct.
        • Facilitate cross-team coordination and review of documents and recommend or update processes to leverage expertise from science, acquisition, finance, training, contracting, property, etc. teams to ensure appropriate SME application.
        • Assist IPTs in defining internal coordination requirements, formulating appropriate coordination approaches, and defining integration and coordination success factors.
        • Document integration and coordination best practices across all efforts, summarize and use lessons learned, and make recommendations to adapt, apply, and embed those practices throughout the project life cycle.
        • Maintain an organized method of integration-relevant documents in coordination with government counterpart for proper record keeping.
        • Taking on special projects and travel support for SM activities in the region that cover multiple projects or that are otherwise unaddressed by an individual SME, as needed.
  • Technical
          • Monitor the compliance plan.
          • Support Science Manager with technical tasks within the portfolio or geographical region.
          • Monitor and provide recommendations on the technical progress of studies throughout the project's lifecycle including final report reviews.
          • Assist in development and finalization of proposal scorecards, debriefs, dual use memos by applying knowledge gained from A&AS SME and PM reviews.
          • Review proposed activities for alignment to requirements, as well as potential impact on Metrics Validation Workshop scores and progress toward end states.
Qualifications

REQUIRED QUALIFICATIONS AND SKILLS

SECRET clearance or higher

Bachelors Degree (B.S or B.A)

At least 3 years of project management, government acquisition or similar experience

Experience in technical domains such as biosafety, biosecurity, laboratory diagnostics, global health security, and epidemiology

Experience and successful track record building effective relationship with clients and other stakeholders, understanding client's requirements and meeting client expectations

Experience applying project management best practices in support of multiple ongoing projects while delivering high-quality outputs.

Ability to understand and apply expertise related to the BTRP mission and the nature of biological threats and biological threat reduction approaches

Ability to track multiple competing priorities and dynamic integration components

Track record working in a matrixed environment, coordinating work across large, diverse teams, and being an effective and collaborative team member

Ability to work collaboratively and independently

Excellent communication, critical thinking, and problem solving skills

Demonstrated proficiency with Microsoft Office tool suites

Demonstrated ability to write for senior leaders

Flexibility/adaptability/suitability to work in a fast-paced environment

Ability to travel internationally

Requirement to work in the office at least 2-3 days a week

DESIRED QUALIFICATIONS AND SKILLS:

Masters (M.A. or M.S.) Degree

5 years of project management, government acquisition or similar experience

3 or more years of science related experience (working in a hospital, public health, laboratory, etc.)

Familiarity with Cooperative Threat Reduction with experience related to DTRA CTR and government acquisition processes preferable

International experience

Project Management Professional (or equivalent) certification
