Primary Purpose

The primary purpose of the HSS Senior Manager role is to manage the health, safety, and security function within the United States, where the company has operations and large and mega projects, with a hands-on approach.

This position manages and coordinates the implementation of the company's Safety, Safety Assurance, and Security programs and directs the oversight of the Health and Safety performance of operations and large and mega projects the company is executing.

This position's objective is to support our people in the field with an influential approach to ensure the company's Safety vision and guiding principles are adopted and implemented in our operations and large projects.

The HSS Sr. Manager will also understand all regulatory and compliance requirements for Sempra Infrastructure operations projects and ensure the company complies with all health, safety, security, and industry requirements. It provides adequate support to the company's emergency response process.

This role supports corporate strategic HSS plans and goals and performance improvement.

Duties and Responsibilities

  • Responsible for managing the safety, health, security, and assurance of safety in all operations and large/mega projects the company conducts in the United States.
  • Oversees the developing, implementing, and managing a tactical plan to monitor the company's safety program implementation and health and security requirements in projects and operations.
  • Oversees and manages the Health, Safety, and Security assessments/reviews in the field for operations and projects to ensure compliance with the Sempra Infrastructure HSS plan, HSS Legal requirements, and local regulations in the US.
  • Responsible for reporting HSS performance and monthly, quarterly, and annual reports. Safety performance analysis. Communicates complex HSS information reporting to all levels of stakeholders.
  • Manages and leads the development and implementation of the HSS Risk management framework. Maintain the Key Risk Indicators logs and lead the risk identification and mitigation for the HSS function in Sempra Infrastructure.
  • Responsible for managing the implementation and operation of the ISN platform in the US/MX and maintaining and coordinating reliable operation that complies with all Health, Security, Safety, and industry requirements.
  • Responsible for the safety and industrial health regulatory review and reporting process for OSHA and other regulatory bodies in the US. This includes OSHA 300 logs, OSHA 300A annual summaries, and BLS reporting requirements for employee injuries and illnesses.
  • Manages the implementation of the system and the Safety Management system.
  • Performs other duties as assigned (no more than 5% of duties).

Fiscal/Budget Responsibilities

  • This role will be responsible for managing a cost center that must be used to travel, hire, and coordinate HSS events, costs of implementation of HSS initiatives, and costs associated with travel and expenses. It will have the authority to approve direct expense reports.

Required Qualifications

  • Bachelor's degree in safety or health related field.
  • 12+ years of relevant field experience in the Safety discipline executing large/mega projects in the LNG sector (preferred), oil & gas sectors, or closely related industries.
  • 12+ years of hands-on experience as HSSE manager projects in the LNG sector (preferred), oil & and gas sectors, or closely related industries.
  • 12+ years of proven experience in implementing Health and Safety systems in operations and large/mega projects in the LNG sector (preferred), oil and gas sectors, or closely related industries.
  • 10+ years of experience managing and supervising staff.
  • Availability to travel to site as needed.
  • Leadership Capabilities / Analytical Abilities
  • Possess the ability to conduct field assessments, train people, and advise on implementation and effective performance analysis.
  • Possesses the personality, enthusiasm, and commitment to core values that promote cooperation, respect, and a culture of safety, wellness, environmental stewardship, and caring.
  • Knowledge of implementing and leading health, safety, security, and environmental programs.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills in working well with Operation Leaders, Project Management employees, communities.
  • Discretion, good judgment, and decision-making, as well as adept management of complex situations.
  • Possess in-depth knowledge of construction and operation best practices/means/methods, EPC contract execution.
  • Utilize numerous software applications, such as Microsoft Office Suite, Intelex, MAX, SharePoint, etc.
  • Computer skills and proficiency with Microsoft Office Software, as well as database systems utilized to track, analyze, and report various safety-related information.
  • Possess extensive experience in monitoring contractor's safety performance and conducting incident investigations.
