Primary Purpose


This role is part of a dynamic, lean, and high performing team led by the Capital Project Solutions Director. The Capital Value Process (CVP) is the process for planning and reviewing business opportunities through a multi-staged approach with each stage having a clear set of deliverables used to direct the scope and quality of development activities for capital projects. This role is responsible for the development and implementation of comprehensive and independent assurance reviews for Sempra Infrastructure projects. The objective of the role is to validate compliance with work process requirements and to ensure that cross-functional deliverable quality meets gate requirements. This role will leverage experience and act as a Subject Matter Expert (SME) to recommend solutions to facilitate gap closure and reduce project risk. Assessments conducted by the Capital Projects Assurance Manager should be data and experience driven and span core project functions. These reviews should conclude with actions for project teams and recommendations to key project decision makers. This role generates the Assurance Report that provides key information for stage gate approvals.

Duties and Responsibilities

  • Act as Assurance Review Team Leader and Principal Reviewer of key assurance deliverables:
  • Make Go/No-Go/Recycle recommendations to Senior Executives (the Project Asset and Investment Committees) to support project investment decisions.
  • Facilitate assurance reviews, provide actionable feedback and develop assurance outcome reports for Committee members.
  • Drive effective identification of many complex Assurance issues.
  • Maintain Assurance files & records according to guidelines to support Assurance activities. Maintain Assurance fundamental work processes and methods. Oversee a systematic approach to assuring high quality service and Assurance Report consistency. Develop and maintain necessary procedures, descriptions and related documentation.
  • Facilitate workshops with project teams and supports overall CVP team activities when required.
  • Work with project teams to identify relevant assurance reviews and deliverables; aligns on the timing, sequence, and budget of reviews; and establish the Assurance Review Team. Participate in project workshops for framing, risk and best practices and learnings.
  • Develop work plans and priorities for Assurance to align the Project Assurance Plan with the Assurance Review Guide to identify requirements and deliverable expectations.
  • Train project teams and Assurance Review Team Members on process and quality standards and promotes the value of assurance across the organization.
  • Coach project teams to drive consistent use of Best Practices across projects.
  • Partner with Capital Project Solutions Director and Functional Directors to define assurance best practices and to drive improvements. Partners with functional leads to build functional assurance capability.
  • Perform other duties as assigned.

Required Qualifications

  • Bachelor's degree in engineering, Construction, Project Management, Business Management, or related field and/or combination of education and related experience.
  • 15+ years of related oil/gas and/or power industry project management or construction management experience on large ($1 billion plus), complex megaprojects and/or business specific project types. Experience in a gated project work process.
  • 5+ years of experience with advanced computer skills in MS Office applications (Word, PowerPoint, and Excel).
  • Must be able to speak, read, and write English fluently. Need Excellent written and verbal communication along with ability to analyze and interpret.
  • Exhibits a high level of skills relating to planning and organizing.
  • Ability to influence action and build consensus among different stakeholders through effective negotiation.
  • Ability to understand the nuances and details of projects as well as manage and analyze complex commercial and financial contractual transactions.
  • Ability to analyze project risks and identify their potential impact on the project's financial or schedule performance.
  • Ability to work under pressure, multi-task, and respond rapidly to change requests.
  • Ability to manage and develop others.
  • Ability to listen carefully and consider all points of view, while at the same time maintaining decision authority and independence. Possesses strong social skills, self-awareness, and empathy. Leads and coaches through experience.

  • Strong collaboration, relationship management, and interpersonal skills with the ability to build relationships to achieve CVP objectives. Establish and maintain effective 2-way communication channels with key Projects.
  • Knowledge of key drivers that affect project financial performance, commercial and joint venture agreements, and governance frameworks.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Must have the ability to manage multiple projects accurately and confidently.
  • Ability to work with both abstract and concrete variables on plans and projects.
  • Ability to interpret a variety of technical or business inputs.
  • Strong understanding of project implementations, project structure, project life cycle and best practices.
  • Requires business experience in corporate setting, demonstrating excellence in business intelligence analysis, business process analysis, management, project management, quality/improvement initiatives, financial/data analysis, supervision, training, and facilitation.
  • Strong Change Management skills.

Fiscal/Budget Responsibilities.

  • This role will manage the assurance process costs associated with assurance review activities which are anticipated to be approximately 1% of the capital portfolio value.

Preferred Qualifications

  • Master's degree in engineering, Construction, Project Management, Business Management, or related field and/or combination of education and related experience.
  • 5+ year of experience having served as a Project Director/Project Manager for other industries outside of oil/gas (e.g., Chemicals, Infrastructure, Mining and Minerals, etc.)
  • 5+ years of Background/experience in Operations, Project Controls, and Construction Management
  • 5+ years of experience in Small (less than approximately $15 million) capital projects.
  • Project Management Certification
  • Bilingual: English Spanish (preferred)

HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
