Job Description

Primary Purpose

The Emergency Management Supervisor is a key member of the Health, Safety, Security, and Environmental (HSSE) team, responsible for effectively implementing, coordinating, and directing emergency preparedness and response operations for emergencies of all sizes that may impact the Port Arthur liquefied natural gas (PALNG) site. Incumbent coordinates activities between PALNG, Sempra Infrastructure Houston Center of Excellence (HCOE) and other assets, third-party service providers, regulatory agencies, local law enforcement, as well as local, state, and federal emergency response agencies to protect the resources, assets, and workers required to operate PALNG. Incumbent will also assist with disaster response or crisis management activities, emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes), man-made disasters (e.g., hazardous materials spills), and other HSSE concerns.

This position reports to Operations HSSE Manager and will primarily be located at the PALNG site. Incumbent's primary residence must be located within a one-hour drive from the PALNG site to assure that response time for callouts is kept to a minimum, which increases the safety of our employees in an unexpected or emergent situation. Occasional travel to Contractor's offices or HCOE may be required.

Duties and Responsibilities

  • Responsible for developing, implementing, and maintaining the emergency preparedness and response plans and accompanying governing documents.
  • Ensures all required Drills/Exercises are completed for the PALNG site, post-exercise review meeting is held, and lessons learned are documented, tracked to closure, and effectively communicated.
  • Participates in HSSE assessments and assurance activities to ensure all emergency preparedness activities comply with company and regulatory requirements.
  • Provides input to applicable emergency response curriculum and training (e.g. HAZWOPER, IMT, etc.).
  • Acts as liaison for guidance and direction on NIMS and ICS and participate as an on-call Emergency Advisor.
  • Supports the coordination of vendor contractors and service providers.
  • Acts as liaison with applicable external and internal stakeholders.
  • Actively supports the SI US emergency response program.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Emergency Management or other relevant discipline or the equivalent combination of education, experience and/or training.
  • 8+ years of Applicable field experience in large operating facilities in the Oil and Gas Industry preferable LNG or other cryogenic experience.
  • 5+ years of experience drafting ERPs for regulated facilities, conducting ER drills/exercises, and responding to emergencies at energy facilities.
  • Demonstrating knowledge of the National Incident Management System (NIMS).
  • Possess strong leadership abilities to build positive team environment, supervise and influence team performance including mentoring.
  • Strong analytical thinking and utilizing concise information while working through problems and implementing solutions.
  • Possess the ability to apply strong written and oral communication skills while presenting and participating in productive discussions with internal and external stakeholders.
  • Possess positive attitude and has the ability and poise to be professional during crucial discussions with site operations teams, contractors, and other stakeholders, and/or while presenting critical information requiring management decision to overcome issues and concerns.
  • Possess strong working knowledge and understanding of applicable codes and regulatory requirements.
  • Possess extensive experience in meeting project goals and objectives utilizing forward looking approach.
  • Possess the ability to manage multiple and complex issues and work independently.
  • Possess extensive knowledge and proficiency in the use of Microsoft Office Suite (i.e., Word, Excel, PPT, Visio) to convey information with clarity through presentations and reports.
  • ICS 100, 200, 300, 400, and 700 or ability to obtain within 12 months.
  • Transportation Worker Identification Credentials (TWIC) or ability to obtain.

Preferred Qualifications

  • 10+ years of applicable field experience in a comparable environment.
  • 5+ years of Previous experience in a lead role.
  • Bilingual - English/Spanish
