Job Description
SUMMARY

The Web Development Manager position within the Communication Department of Montgomery County Commissioners Office is a leadership role responsible for overseeing the design, development, and maintenance of the County's website. Reporting to the Deputy Director of Communications, the Web Development Manager will lead a team of web developers and collaborate with cross-functional stakeholders to ensure the County's online presence effectively communicates with residents, promotes engagement, and supports organizational goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Strategic Planning: Develop and implement strategic plans for the County's website in alignment with the Office of Communications and Commissioners' goals and objectives. Identify opportunities for innovation and improvement to enhance the user experience and meet evolving needs;
  • Website Development: Oversee the design, development, and maintenance of the Montgomery County Commissioners Office website and other digital properties, ensuring compliance with accessibility standards, usability best practices, and security protocols;
  • Project Management: Plan, prioritize, and delegate tasks to meet project deadlines and milestones, including a potential website migration to new web platform. Coordinate with internal stakeholders, external vendors, and IT professionals to execute web development projects effectively and efficiently;
  • Cross-Functional Collaboration: Collaborate with communication specialists, content creators, graphic designers, and IT professionals to integrate web development efforts with overall communication strategies and initiatives;
  • Quality Assurance: Establish and enforce quality assurance processes and standards to ensure the reliability, performance, scalability, responsiveness of the County's website. Conduct thorough testing and troubleshooting to identify and resolve issues promptly;
  • User Experience (UX) Design: Champion user-centered design principles and conduct user research, usability testing, and feedback analysis to inform website enhancements and optimize user journeys;
  • Analytics and Insights: Utilize web analytics tools and metrics to track and analyze website performance, user behavior, and engagement metrics. Generate reports and insights to inform decision-making and continuous improvement efforts;
  • Training and Development: Provide training, technical support, and documentation to County staff members responsible for website content updates and maintenance tasks. Stay abreast of emerging web technologies, trends, and best practices;
  • Compliance and Governance: Ensure the County's digital platforms comply with relevant regulations, standards, and policies, including web accessibility (WCAG), privacy laws, and security requirements.
QUALIFICATION REQUIREMENTS

  • Bachelor's degree in Computer Science, Web Development, Information Technology, or a related field. Master's degree or relevant certifications are a plus;
  • 5+ years of professional experience in web development, including 2+ years in a leadership or management role overseeing web development teams and projects;
  • Expertise in front-end and back-end web development technologies, frameworks, and CMS platforms. Proficiency in HTML, CSS, JavaScript, PHP, and SQL is required. Current web platform operates through Civic Plus. Experience in this platform is preferred but not required;
  • Strong understanding of web design principles, usability best practices, accessibility standards (WCAG), SEO strategies, and web security protocols;
  • Experience with project management methodologies and project management tools for planning, tracking, and reporting on web development projects;
  • Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and influence decision-making;
  • Strong problem-solving abilities, attention to detail, and a commitment to delivering high-quality, user-centric digital experiences.
