SUMMARY

Reporting to the Deputy Chief Operating Officer, this position is responsible for a multi-disciplinary scope of work focused on discovering and securing grant funding in support of County initiatives. Supported by an experienced team of staff, the incumbent will be tasked with managing research, analysis, presentation, communication, applications, compliance, and reporting for grant funding programs sources including but not limited to federal and state governments, regional authorities, and private philanthropies. This position represents a renewed focus by Montgomery County management to provide professional resources accessible to all County departments in support of grant revenue enabling new and existing County programs. As such, the Grant Manager will work collaboratively with Department Heads and external partners to connect new revenue opportunities to County operational objectives, and will manage the processes required to review, plan, apply, receive, and report on grant funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Grant Opportunity Discovery: Develop strategies to Identify new public and private grant funding opportunities, communicate availability and deadlines, and coordinate program formulation discussions with various stakeholders;
  • Grants Management: Oversee the administration of grant funding programs, ensuring compliance with requirements, reporting deadlines, and program objectives. Coordinate with grant recipients, program managers, and grant compliance officers to facilitate grant administration and monitoring;
  • Financial Analysis and Reporting: Working in coordination with and with guidance from County management, create, collect, and analyze performance metrics, conduct financial analysis, and establish benchmarks to assess and communicate outcomes of grant-funded programs. Prepare and present financial reports, forecasts, and recommendations to County leadership and stakeholders;
  • Systems and Technology: Identify the need for and oversee the implementation, maintenance, and enhancement of software applications and technology infrastructure to support efficient and effective reporting of grants and philanthropic efforts. Ensure data integrity, security, and accessibility;
  • Cultivate Community Partnerships: With a focus on County philanthropic funders, develop funding partnerships to enhance County operations and implement community programs;
  • Leadership and Team Management: Provide leadership, direction, and support to the grants team, fostering a culture of excellence, collaboration, and continuous improvement.
QUALIFICATION REQUIREMENTS

  • Bachelor's degree required, preferably in Accounting, Finance, Business Administration, Public Administration, or a related field. Advanced degree preferred;
  • 5+ years of progressive experience in grant administration, financial management, and / or related fields required, including at least 2 years in a supervisory or managerial role:
    • Minimum of 2 years experience writing and applying for grants required.
  • Strong knowledge of governmental accounting principles, budgeting practices, financial forecasting and analysis techniques preferred;
  • Familiarity with relevant laws, regulations, and compliance requirements governing municipal finance, including tax codes, procurement rules, and grant regulations strongly preferred;
  • Excellent analytical, problem-solving, and decision-making skills, with the ability to synthesize complex financial information, evaluate alternatives, and recommend solutions;
  • Effective communication skills, including the ability to present financial information clearly and persuasively to diverse audiences, facilitate discussions, and build consensus;
  • Demonstrated leadership abilities, including the capacity to inspire and motivate teams, foster a culture of accountability, and lead change in a dynamic environment;
  • Proficiency in financial management software, enterprise resource planning (ERP) systems, and Microsoft Office suite. Experience with financial modeling, data visualization, and business intelligence tools is a plus.
