Description

JOB PURPOSE:

The Lead Licensed Clinical Counselor at Pecos Children's Center is responsible for assisting the Associate Director of Mental Health Services and Mental Health Senior Manager to provide oversight of mental health/counseling services for the clinical department. The Lead Licensed Clinical Counselor will assist in training new clinicians and continue to monitor clinicians' overall functions and job duties. Leads are expected to provide guidance with mental health interventions and are responsible for ensuring the clinical team adheres to strict deadlines and time-frames with reference to record-keeping and assessments/screenings conducted by the clinical department. The Lead Licensed Clinical Counselor will abide by ORR, state, and other contractual guidelines and timeframes.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:

  • Assists with oversight of the clinical department including individual and group counseling services to Unaccompanied Children while in the care.

  • Staff and elevate mental health assessments, screenings, as well as trafficking screenings in rare cases.

  • Adhere to all timeframes & deadlines as per state, ORR, and internal policies and procedures.

  • Provide crisis intervention and trauma response intervention coverage based on program needs.

  • Assists in providing continuous training for the clinical department.

  • Assists in coordinating with third-party contracts, ORR, and other outside service providers to share and staff all pertinent information and updates on Unaccompanied Children and mental health status.

  • Demonstrates thorough knowledge of professional and clinical skills.

  • Assists in supervising coordination by clinician of all referrals, service planning, and client documentation for assigned caseload (clinical assessments, incident reports, progress notes, CLE's, etc.)

  • Participate in weekly staff/team meetings and training.

  • Participate in workshops, seminars, education programs, and other activities that promote professional growth and development.

  • Oversight of the preparation, compiling, and submission of accurate mental health documentation in Vision Link software.

  • Provide support to clinicians continually assessing ongoing changes in behavior, circumstances, or conditions that may affect child safety or well-being.

  • Monitors child's services, ensures all required services are delivered, and sets and elevates mental health concerns to appropriate MH leadership.

  • Maintains a clinical, therapeutic, and trauma-informed view of each child in shelter care and helps staff develop this perspective.

  • Assists clinician with assessing client progress toward risk reduction, achievement of treatment goals, and positive case outcomes.

  • Audits clinician case files for accurate records, files, forms, statistics, and additional relevant information in accordance with agency policy, licensing, and/or funding requirements.

  • Work the on-call rotation to assist with campus emergencies and departmental needs.

  • Assist in maintaining the day-to-day operations of the Mental Health department.

ESSENTIAL QUALIFICATIONS:

EDUCATION: A master's degree or higher in Social Work, Psychology or a related mental health science field is required.

EXPERIENCE: A minimum of two years of ORR experience working in the behavioral health field with specific work in mental health treatment for children. A minimum of two years of supervisory experience in behavioral health overseeing a team greater than 10 is required. Experience in understanding the needs of migrant children, especially unaccompanied children, is required. In-depth knowledge of Trauma-Informed Care and de-escalation techniques is required. Experience with Non-violent Crisis Intervention and safe restraint, certification with CPI is preferred. Proven ability to lead a large group (10-15) in a fast-paced, ever-changing environment.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License with clear record. Have a current Texas license to practice psychology, social work or counseling, LCSW, LPC, LMSW, LMFT required.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: The Lead Licensed Clinical Counselor must be 21 years or older. Bilingual English/Spanish required. Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
