Job Description

CSS is seeking to hire a Regional Geospatial Coordinator for the Pacific Islands to work with NOAA's National Center for Coastal Ocean Science's Marine Spatial Ecology Division.

This position will execute and coordinate regional spatial planning projects including developing data products, models, and tools to support marine spatial planning in a region. This position sits within a team of marine spatial scientists with support provided for data management, modeling, and application development from team members. The candidate will ensure that project deliverables are on time, within budget and scope, and meet or exceed the quality standards identified in individual project plans and statements of work. The Coordinator must ensure that all project related documents are delivered, and user support and operation scenarios are developed and documented. Projects must follow Government processes, standards, rules and regulations. This will be a remote position and as such the Project Manager must be able to work effectively with teams in a remote environment.


Responsibilities may include, but not be limited to, support of the following:

  • Develop and maintain regional geodatabases for the purpose of marine spatial planning at local, regional, and national scales.
  • Develop and maintain relationships with regional stakeholders for the purpose of data sharing and interpretation.
  • Develop and maintain operational regional-scale marine spatial planning models capable of serving multiple ocean industry and conservation sectors.
  • Hands-on participation and facilitation of the full product development life cycle for multiple, concurrent development projects, including primary responsibility for requirements elicitation, definition and documentation.
  • Definition of project scope, goals, and deliverables that support business objectives.
  • Estimation of resource needs to achieve project goals including planning for and requesting technical and administrative support as needed.
  • Monitoring and reporting on project milestones and deliverables.
  • Coordination of meetings among project team members, program leads, and relevant stakeholders.
  • Coordination to ensure meeting minutes and requirements are captured during meetings.

Education and Experience Requirements:


  • Master's degree in a related geospatial field and a minimum of 5 years of
  • Experience in performing geospatial modeling preferred.
  • Automation of data preparation, workflows and spatial processing
  • Proficient in the methods, practices and techniques of advanced spatial modeling, including raster and vector analysis and cartography
  • Knowledge of Python, including various packages and modules
  • Knowledge of geometric networks
  • Proficient with ArcMap 10.X, ArcGIS Pro, ArcGIS Online
  • Must have strong written and oral communication skills.
  • Must have strong problem-solving and analytical skills.
  • Must be creative and have the ability to understand and work with complex and abstract
  • Must have experience managing client-facing projects and working with end users.
  • Background in marine science is preferred and experience supporting NOAA or BOEM is highly desirable.

CSS is predominantly a Federal Contractor and is subject to following the terms of Executive Orders.
