Lead Employer/Employee Relations Analyst (HR Administrator II)

The Employee Employer Relations Lead (HR Administrator II) provides guidance on all policies and procedures such as Transporation Service Human Resources System (TSHRS), Executive Orders, Code of Maryland Regulations (COMAR), Unemployment Insurance Law, Memorandum of Understanding (MOU), Annotate Code of Maryland and other applicable laws. Specifically, this position focuses on utilizing these policies in guiding Managers/Supervisors during the Progressive Discipline Process and representing MVA during settlement conference, grievances and the Office of Administrative Hearings (OAH). Additionally, in this position requires consistent communication between employee's representation/shop stewards and or lawyers.

Responsibilities include the following:
  • Providing guidance on Employer/Employee Relations topics as pertaining to various bargaining units, including Labor contracts, grievances, and appeal hearing policies including TSHRS, Executive Order, COMAR, Unemployment Insurance, Memorandum of Understanding (MOU), Annotated Code of Maryland and other applicable laws
  • Providing guidance on the disciplinary process as it pertains to Performance Evaluations, Probation, Progressive Discipline, Temporary/Contractual employees and termination matters
  • Representing the MVA in Negotiations, Grievance proceedings, Disciplinary Actions, and Unemployment Insurance Hearings to officially present, defend, and negotiate the Agency's position at Steps 1,2 and 3 in the Disciplinary and Grievance process. This includes traveling to the required locations as necessary any time throughout the business day
  • Attending Grievance hearings and labor management meetings to gain insight regarding employee disputed claims, process, limitations of labor contracts and how various settlement steps operate
  • Providing assistances and guidance to supervisors regarding various Employer and Employee Relations issues
  • Interfaces with Equal Employment Opportunity, Classification Unit, Recruitment and Selection Unit, Employee Services unit on matters that impact Employer and Employee Relations Unit
  • Preparing written responses for Unfair Labor Practices, Charges for Termination, Motions to Dismiss, Discovery Request, Weekly EER Reports
  • Preparing incoming employees during New Employee Orientation (NEO) about Substance Abuse Policy
  • Making recommendation regarding management policies and procedures as they relate to Employer and Employee Relations Unit
This position is a hybrid position and allows for combination of telework and in-office work. More details will be discussed during the interview process.

Qualifications

Minimum Qualifications

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Four (4) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. **Two (2) years of representing management before administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting, that involve all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.

**SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.

Notes:

1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.

3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.

Licenses & Certifications

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
