Position Summary

Odyssey Systems has an exciting opportunity for a Journeyman NEPA Specialist providing support to the Air Force Life Cycle Management Center (AFLCMC/HBD), Theater Battle Control Division.

The Theater Battle Control Division manages efforts focused on developing, acquiring, fielding and sustaining programs that support worldwide communications, Battle Management, Command & Control, Intelligence, Surveillance & Reconnaissance (C2ISR), Tactical Air Control, Air/Ground Surveillance, Time Critical Targeting, Combat Identification, Radar Imagery, Integrated Air/Missile Defense, and Mobile/Fixed C2ISR Performance, Exploitation & Dissemination Facilities.

The Environmental NEPA Specialist will provide a wide range of functions relating to Environmental aspects of USAF Environmental Impact Analysis Process (EIAP) outlined in 36 CFR 989. The NEPA Specialist will develop formal agency administrative records for multiple, concurrent NEPA actions in accordance with 36 CFR 989 - Air Force EIAP, the Council on Environmental Quality (CEQ) regulations, and the 2012 Air Force NEPA Center EIAP Administrative Record Instructions.

This is a full time position located in Mountain Home, ID

Responsibilities

Duties include, but not limited to:

    Assists the Cultural Resources Manager (CRM) maintain the cultural resources programs for radar installations to perform and sustain required inventories, recovery and development of programs designed to protect historic and cultural resources on the military-owned and withdrawn property
  • Assists in establishing and maintaining control for the evaluation, protection, and reservation of archaeological, historical, and cultural resources, supports the CRM with compliance.
  • Conducts surveys including coordinating with the Environmental Impact Assessment Program (EIAP) manager and radar Installation management, accomplishes the field work, evaluates sites, and writes the reports and site records. Ensures finalized documents are submitted to the Tribal Relations Officers (THPOs) and State Historic Preservation Office (SHPO) and any other appropriate agency.
  • Preforms on-site evaluation efforts to include contacting the applicable range manager and prepares a briefing within 24 hours
  • Controls the maintenance of all archaeology records including updating installation maps. Responds immediately to reports of discovered human remains including contacting the Tribal Relations Officers
  • Conducts annual vegetation (flora) and wildlife (fauna) monitoring and inventories, including rare/sensitive and invasive species, for Idaho military training lands state-wide. Identifies vegetation and wildlife to species.
  • Assists with the implementation of native habitat restoration and invasive species control projects in accordance with Department of Defense (DoD) and applicable local, state, or federal agency guidelines, including but not limited to: preparing restoration or species control plans; obtaining plant materials and other restoration equipment or resources; site selection and preparation; seeding and planting; equipment operation and maintenance; and site monitoring/reporting
  • Observes and documents impacts to natural resources (on or adjacent to Idaho military training lands state-wide). These include, but are not limited to: military activities, livestock grazing, wildfire, weather, invasive exotic species, erosion, and others
  • Maintains, reconciles, and summarizes annual and long-term vegetation and wildlife databases from all monitoring and field data collected state-wide. Conducts quality assurance and quality control (QA/QC) on the database per program standards. Analyzes and reports the data to provide the basis for sound ecosystem management decisions and restoration planning and prioritization.
  • Conducts wildlife and botanical site clearances that meet DoD, Department of Interior and State of Idaho standards, compiles site specific species list, and develops/submits associated specialist reports for regulatory documentation (ESA, NEPA, MBPA, BGEPA etc.).
  • Collects, processes, analyzes, and provides associated meta-data to develop geo-referenced natural resource products using geographic information systems (GIS), specifically Arc-GIS.
  • Develops, implements, and/or presents resource management plans, resource specialist reports, education materials, and NEPA documentation as needed.
  • Serves as a liaison between the base and federal/state regulatory agencies regarding reportable spills. Ensures all units and visiting units are aware of the base spill reporting requirements and ensures they have appropriate spill response material.
  • Maintaining digital records and hard copy files, internal/external stakeholder comments and communications/legal records, mailing lists and labels correspondences to stakeholders
  • Scheduling conference calls and internal staff meetings
  • Developing and/or providing appropriate letterhead to Subject Matter Experts (SMEs) and environmental contractors for use in generating required correspondence
  • Developing/producing stakeholder comment cards, sign-in sheets, outreach materials
  • Taking internal team notes during conference calls/meetings, making copies
  • Manage the schedules, timelines, and critical paths for multiple, concurrent NEPA actions
  • Coordinating with installation SMEs regarding statuses of legal compliance requirements supporting the larger NEPA action
  • Communicating and coordinating with environmental contractors producing installation NEPA documents
  • Scheduling public meetings at various facilities, including coordinating with installation PA and/or NEPA contractor on requirements
  • Providing schedule updates to leadership via power point presentations and other digital media,
  • Sending email reminders to internal stakeholders regarding critical path deadlines
  • Organize Christmas Valley administrative record for completed NEPA actions
  • Organize digital records and hard copy files, internal/external stakeholder comments and communications/legal records, consolidate all records within the 366 CES/CEIE records office
  • Assist the 366 CES/CEIE NEPA manager in processing AF Forms 332/813 as needed

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US citizen

Clearance: Must have and be able to maintain a Secret level clearance

Education: High-school diploma or equivalent

Years' experience: 7+ years of directly related experience, five of which must be in the DoD

  • A minimum of 5 years' experience within the last 10 years must be in NEPA project development.
  • Knowledge of federal, state, and tribal statutes and regulations, environmental policies, and procedures. Review documents for compliance with National Environmental Policy Act (NEPA).
  • Review of environmental plans to address, but not limited to, the following: wetlands, water quality, waste management, wildlife habitat, noise, hazardous materials, and mitigation strategies for adverse impacts.
  • Analysis and review of documents, environmental impact of proposals, and historic properties and natural resources. Reviews and ensures mitigation measures are integrated with loan and grant documents. Conducts audits for compliance and program outreach, policies, and procedures. Recommends approval of environmental review documentation and decisions. Specialized training and/or education level in environmental science or engineering field may be considered.
