Summary:

We are seeking an exceptional Guidance Counselor (Request Manager) to join our team and provide invaluable support to the Army National Guard Recruiting Operations Center.

Responsibilities

Essential Job Functions:

    Shall be responsible for providing direct support via phone and email to MEPS GC's, RSP Coordinators, IADT Managers and recruiters for assistance with making/adjusting training reservations and renegotiation of training seats and granting exception overrides and providing control numbers daily. The contractor shall also make adjustments to terms of service, enlistment dates and approximate workload for this section.
  • On a daily basis, work closely with DA G-1, State Recruiting and Retention Battalions (RRB)'s, IADT Managers, Regional Recruiting Managers and Human Resources Command to monitor and report ARNG quality goals monthly or as required at the national level, specifically CAT 3B, CAT 4, Tier 2/3 percentages, and CAT 1-3A as established in the program guidance. This includes reviewing data in the Strength Maintenance Management System (SMMS) to track the number of CAT 4, Tier 2/3, CAT 3B, line score waivers and Foreign Language Recruiting Initiative (FLRI) overrides.
  • Research and provide analysis for topics relating to enlisting and shipping accessions for implementation into policy, and Strength Maintenance Operation Messages (SMOMs) monthly or as required. The contractors shall also assist in the pending migration of WebREQUEST and REQUEST to AIE. The contractor shall be familiarized on changes in periodic Flash messages, SMOMS updates, and ROC Operations as a whole.
  • Use REQUEST and RZC daily to review applicant records and will report possible improprieties or fraudulent enlistments immediately upon discovery to the ARNG RSB via email in accordance with regulatory guidelines.
  • Troubleshoot flagged reservations, enlist unconfirmed and ship unconfirmed records, as well as all enlisted reservations, to mitigate validation errors and assist 320 MEPS Guidance Counselors and IADT managers with making accurate corrections to the records.
  • Analyze impropriety reports provided by the RSB for trends on a daily basis and provide information to Regional Managers to assist with planning annual training for more than 4,500 recruiters.
  • Provide reports as requested. These report requests will fall within the scope of accession/enlistment data and could come from the leadership of any of the 54 states and territories.
Qualifications

Necessary Skills and Knowledge:

  • Expert level Knowledge of AR601-210 and the ARNG AOC.
  • Ability to write, interpret and train the Army National Guard enlistment policy. Required to provide training to customers.
  • Knowledge of federal position management principles and practices to provide advisory services to management.
  • Knowledge of federal recruitment and placement policies and guidance, including pay setting, to provide technical advice to management.
  • Ability to provide expert advisory and consultative services on significant position classification problems or issues that may involve a single organizational element or an entire organization.
  • Experience with Microsoft Office software such as Excel, Access, and PowerPoint.

Minimum Qualifications:

  • High School diploma required.
  • Minimum of 2 years' experience (3 years preferred) serving as a MEPS Senior Guidance Counselor or 2 years of experience working at NGB in the Recruiting Operations Branch and have the ability to write, interpret and train the Army National Guard enlistment policy.
  • Senior MEPS experience.
  • Prior Experience with the Army National Guard.
  • Previous experience with RZC, Recruiter Zone (RZ), DISS, WebREQUEST, REQUEST, ATRRS, Director's Personnel Readiness Overview (DPRO), and Strength Maintenance Management System (SMMS)
  • Secret Clearance Required

Preferred Qualifications:

  • Associates degree or higher preferred.
