POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Project Overview:

NAVFAC Southwest has a requirement for Base Operations Support (BOS) Maintenance and Service Contract for Naval Air Station (NAS), Fallon, Nevada.The primary objective of this contract is to provide Base Operations Support (BOS) Maintenance and Services at Naval Air Station (NAS), Fallon, Nevada, the Fallon Range Training Complex (FRTC) and all associated special areas, tenants, and remote sites, through the use of a combination of Recurring Work and Non-Recurring work. Services to be performed under the resulting contract may include the following:

  • Management and Administration
  • Air Operations
  • Housing
  • Facilities
  • Utilities
  • Base Support Vehicles and Equipment (Transportation)
  • Environmental

Position Overview:

The Public Works Manager will have authority over all Public Works Annexes and will be responsible for directing and controlling all aspects of the public works function including the effective management and supervision of assigned employees, tools, equipment, and other resources in the accomplishment of contract requirements, for the Base Operations Support (BOS) Maintenance and Services contract at Naval Air Station (NAS), Fallon, Nevada.

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD. ALUTIIQ WILL ACCEPT APPLICATIONS FROM INCUMBENTS CURRENTLY HOLDING THE SAME POSITION.

Primary/Major Duties and Responsibilities (Essential Functions):

  • Provides strategic leadership to include the development of annual work and long-range plans for construction and maintenance operations.
  • Provides overall supervision of craft shops, work management, and engineering.
  • Coordinates joint activities with other functional managers and outside agencies.
  • Directs Design-Build projects and operations.
  • Provides overall supervision of project scheduling and coordination of internal workforce and SOO/POOL subcontractors.
  • Develops and maintains all work-related statistics and produces reports on a timely basis.
  • Ensures all work is accomplished most effectively and efficiently. Interfaces with other functions, customers, and Government representatives as required to achieve maximum productivity.
  • Monitors work to ensure cost control (including minimization of overtime/lost time), effective use of tools, equipment, and materials, scope (including the documentation of changes to support job amendments), and the quality of work performed.
  • Develops plans to improve procedures, methods, technology, tools and equipment, and human resources to achieve improved productivity, quality, and cost performance.
  • Recommends changes to operations and maintenance (O&M) procedures to improve deficiencies.
  • Plans and directs all snow removal and emergency operations.
  • Performs other related work as assigned

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • High School Diploma or equivalent.
  • Ten years of direct experience in Public Works maintenance or construction management.
  • Valid state Driver's License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must have 5 years of documented experience in senior management of Public Works Operations that is similar to the complexity, size, and scope of this contract.
  • Must be a U.S. Citizen
