General Summary of Position
The Director Delegated Vendor Management is a key position that is responsible for leadership and successful operation of direct and/or indirect management of all MedStar Family Choice delegated vendors. This role manages a portfolio of vendors ranging $100K - $200M in spend. This role will ensure proper eco system administration and oversight including but not limited to; full compliance, value proposition delivery, risk management and end to end medical & administrative savings and stakeholder experience contractual obligations via an efficient and effective operations model. This role will be responsible for managing the relationships of Fortune 500 companies account representatives through well-defined and planned monthly, quarterly and annual Vendor Performance Meetings while making decisions related to performance management, relationship discontinuance or continuance. It is an essential role for the organization given its reliance on vendors across the Healthplan's eco system. The team led by this leader is responsible for the successful onboarding, relationship management, and monitoring of delegated vendor performance by assuring adherence with Key Performance Indicators (KPIs Service Level Agreements (SLAs) and vendor compliance and regulatory requirements. This role reports to the Vice President of Operations and works closely with multiple leaders in the organization to identify delegated vendor priority focus areas, standardize and optimize processes and to communicate performance to multiple internal and external stakeholders. In tandem with these efforts, this individual provides oversight to ensure the plan is in compliance with government contracts and regulations. The Director also is responsible for reducing risk and ensuring the highest levels of delegated vendor compliance, regulatory and quality are maintained.


Primary Duties and Responsibilities

  • Oversee and guide a team in resolving all issues related to delegated vendor relationships: operational, clinical, IT and overall performance
  • Act as a liaison between MedStar Family Choice leadership and delegated vendors for information including audits, member complaints, etc.
  • Collaborate with leaders across MedStar Family Choice to improve all aspects of a delegated functions including member experience
  • Monitor contract performance and ensure that the delegated vendors are meeting their contractual obligations from all clinical, financial, service and quality aspects: managing the day to day governance process around contracting and reporting on vendor performance metrics and issue resolution; ensure clinical or administrative savings value proposition is delivered; ensure members, providers and stakeholders benefit directly from the services provided; ensure members, providers and stakeholders benefit directly from the services provided; validate invoices in partnership with finance business partner; ensure vendor financial due diligence is conducted while ensuring risk identification and mitigation
  • Responsible for managing the day to day governance process around contracting and reporting on vendor performance metrics and issue resolution
  • Prepare and conduct daily/weekly/monthly/quarterly presentations to Senior Management on delegated vendor performance and results
  • Engage in regular communication with delegated vendor performance management team to ensure production support activities being supported are in line with service level agreements and business needs
  • Participates in all meetings which have an impact on delegated vendors including Vendor Performance and Delegation Oversight Committees
  • Develop an effective team through hiring, training, coaching, and providing ongoing and constructive feedback
  • Conduct regular department/unit/office meetings to inform staff of performance, results and new changes or issues impacting the department and/or company
  • Interpret, execute, and recommend adjustments to policies, business processes, systems, and staffing to optimize vendor performance

  • Minimum Qualifications
    Education

    • Bachelor's degree in health-related field required
    • Master's degree preferred

    Experience

    • 5-7 years Medicaid or government programs experience, including progressively responsible experience in vendor management. required

    Knowledge, Skills, and Abilities

    • Experience managing vendors as an extension of a core team
    • Familiar with creating accountable ownership of a vendor team
    • Experience communicating and influencing impact and progress to senior leadership
    • Experience managing a team and leading work processes in a fast-paced environment
    • Work experience with process improvement initiatives
    • Written and oral communication skills to effectively convey complex and detailed concepts to a diverse audience, including senior level stakeholders
    • Ability to work independently and make recommendations and decisions autonomously
