Right of Way Team Leader- Richardson, Tx
Halff Associates has an immediate opening for a Right of Way Team Leader in our Richardson, TX office.
The Right of Way Team Leader will be responsible for overseeing and leading a Right of Way team in the Richardson office; managing Right of Way projects and/or working with, or for, public sector clients., Managing budgets, schedules and submittals, as well as, marketing Right of Way services both internally and externally; developing and maintaining client relationships; overseeing QA/QC and standard operating procedures; strategic planning; and aligning Right of Way goals with firm goals. Must be able to make decisions independently and resolve complex problems.
Must have a working knowledge and understanding of and be able to lead agents with the following:
  • Negotiations with landowners or their representatives.
  • Title curative analysis pertaining to vesting title and defects
  • Appraisal methodology for establishing value
  • Offer package content, including approved standard conveyance documents, and any documents necessary to clear title.
  • Review and approve payment package submissions for acquisition of parcels
  • Standard business closings and standard closing forms, such as standard HUD forms
  • Relocation benefits and eligibility in compliance with the Uniform Relocation Assistant Act for individuals and businesses that qualify
  • Working Knowledge of preparation of housing supplements, rent supplements, moving options, inventory preparation, and identify and resolve personal property issues as well as assist in coordination and review move estimates
  • Review and approve submissions of relocation claims of all types
  • Review and approve eminent domain packages for submittal to acquiring agency
  • Condemnation coordination and support.
Requirements:
  • 10 years of experience working in Right of Way as a lead worker, manager or Project Manager
  • Bachelor's Degree preferred but may be substituted for actual leadership, supervisory or project management experience in the right of way field
  • Ability to lead several projects at once and supervise a technical staff of 5 to 15 agents and administrative staff
  • Strong written and verbal communication skills
Ability to train agents regarding appraisal, negotiations, relocation, eminent domain and disposal of property.
