Qualifications

Minimum Qualifications:

Education:

  • Bachelor's degree in Political Science, international affairs or similar field or a minimum of five (5) years of experience as an intelligence analyst.

Experience:

  • Experience collaborating with SMEs to create polished course materials, understand complex requirements, and develop easy-to-understand visualizations of abstract concepts.
  • Posses a knowledge of Electronic Warfare Systems, wireless communications, and the RF Electromagnetic Spectrum.
  • Strong analytic skills.
  • Strong critical thinking skills.
  • Strong written and communication skills.

Additional Quals:

  • Must possess a Top Secret clearance and ability to obtain SCI access.
  • Experience as a SME in a military or law enforcement intelligence, counter-IED or military EOD field, demonstrating increasing levels of competency and responsibility.
  • Experience monitoring and performing administrative processes, such as the establishing, identifying, and/or monitoring project requirements, progress, funding status, overlapping objectives, and adjusting direction to ensure successful project completion.
  • Experience preparing and maintaining reports, project files and presentations relative to assigned program.
  • Experience providing information, expert advice, and guidance for the act of persuading others to consider recommendations made or to advocate for a position using abstract concepts and facts clearly and effectively to share with various entities.
  • Experience leading analysis and training efforts on highly complex problems or mission specific operational problems.
  • Experience directing technical teams on operational and/or developmental projects throughout system life cycle (to include development of requirements to final delivery).
  • Experience providing instruction and mentorship to students on specific topics related to prior personal experience.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.), having the ability to translate complex ideas into succinct written and/or presentation products.

Job Description:

VNE is seeking an ECM Analyst to help provide technical, administrative, program, and training support services to CIEDS with project management, analytics, training, systems engineering, and logistics support.

The ECM Analyst provides technical expertise and support in one or more of the following areas:

  • Providing analytical support to the ECM GPM in the identification of intelligence gaps that would cause a capability gap in the performance of fielded ECM equipment.
  • Analyze collected field operational response data to:
    • Establish trends in the application of HDS training SOPs for deployment of ECM equipment.
    • Identify threats to current ECM operational capabilities and tactics, techniques, and procedures (TTPs) from aggressor emerging technical threats and/or TTPs.
    • Research deployed, and /or potential use case, aggressor wireless technologies to create analytical documents which can be used in preparation of nominations for the Threat Evaluation List for quarterly review by the GPM/GTL.
    • Supporting all CIEDS programs in furtherance of CIRG's overall CIEDS missions in response to the Presidential Policy Directive 17 (PPD-17) and the National Security Policy Memorandum 36 (NSPM 36) requirements.
    • Assisting with the identification of capability gaps within the program and identifying opportunities for technology insertion/refresh of existing electronic warfare systems owned by the FBI.
    • Providing intelligence centric support to SABTs, PSBTs, and military EOD technicians with training events and operational responses.
    • Providing guidance to the program on topics related to radio frequency (RF) environment and current and past threat devices.
    • Assisting the ECM Program to identify requirements and opportunities for integrating new technologies and capabilities within the program.
    • Identifying emerging RF threats or TTPs and providing recommendations on program mitigation strategies.
    • Assisting the GPM/GTL with ad hoc taskings heretofore not detailed as their need for action may not have yet been determined, discovered, made relevant or necessary to support the ECM Program and the broader CIEDS.

Essential Duties of the Job:

  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

  • While performing duties of job, employee is occasionally required to stand; walk; sit; use hand to finger, handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Employee must occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • May be exposed to chemicals related to office equipment.
  • The noise level in the work environment is usually moderate (i.e. general office environment).
