POSITION SUMMARY: The Day Program Manager, in collaboration with the Director of Day Services, provides operational oversight of assigned Day Program location, including development and implementation of all program curricula and activities within program buildings and in the community to meet the needs, choices, and interests of the individuals supported in the program, partnering with appropriate parties to ensure required documentation and forms are completed for files and billing, ensuring effective fiscal management, hiring and disciplinary actions for staff, and interfacing with outside agencies and funding sources.

DUTIES AND RESPONSIBILITIES:

  • Day Program Manager manage all aspects of daily operations of assigned adult day support services including but not limited to meeting budgetary guidelines through budgetary review and oversight of spending, review of services provided in accordance with Individual Service Plans (ISPs) and Behavioral Support Plans (BSPs) through observation of program activities and review of documentation, providing staff support through training, coaching and feedback to ensure compliance with regulatory guidelines, reviewing of attendance targets, and ensuring completion of client billing
  • Day Program Manager in coordination with the Director of Day Services, re/design program model, and continually evaluate all programming and services, to target group needs and choices as identified in ISPs in response to trends in incidents reports that indicates a change is needed and/or in response to newly identified best practices through review and discussion of possible program model designs to ensure identified needs and interests are met, and/or to implement new initiatives to enhance the program services
  • Maintain direct supervision and oversight of day support services, activities, and curricula within assigned location, as well as maintain indirect supervision of community-based activities and outings through communication and feedback from staff, individuals, and partnering organizations to ensure individuals are receiving program services to meet their needs and choices
  • Day Program Manager oversee implementation of all regulations and procedures regarding record keeping for individuals including accuracy and compliance of all documentation, including but not limited to physical, ISP, medication needs, and diet protocols, through periodic file and documentation audits and reviews
  • Day Program Manager in coordination with Program Supervisor, provide linkage between Day and Residential Programs through phone calls, emails, face to face meetings, and formal documentation, such as medication administration reviews (MARs), to ensure that services and health needs are being provided consistently and in accordance with the individual's plan, medication requirements, and diet protocols
  • Oversee the implementation and training of staff of all participants' ISPs and BSPs with program staff, including but not limited to diets, medications, adaptive equipment, and goals and outcomes to ensure plan adherence and all the plan objectives are a primary focus in the program
  • Day Program Manager oversee staff provision of services by staff as specified in the program design, including but not limited to personal care, socialization activities, recreational activities, and assistance with meals, and provide these services when needed in accordance with ISPs and program schedules while respecting individual rights and advocating for maximum social, academic, and community inclusion opportunities for individuals to ensure appropriate service delivery in compliance with program regulations, and as requested by the individual and their team
  • Oversee staff provision of appropriate personal and physical care for individuals, in accordance with ISPs, and provide direct care services, when necessary, including but not limited to leading and initiating activities and conversation to interact with and engage the individuals through various communication styles, providing instruction and guidance to the individuals, provide and assist with adult daily living needs such as personal care, hygiene, and appropriate clothing to ensure plan objectives are a primary focus in the program
  • In coordination with Program Supervisor and other personnel, such as the Documentation Specialist, complete or ensure the completion of required/designated program documents including but not limited to specific diet protocols, program notes based on observations of activities of individuals in both facility and community-based activities, and attendance/utilization reports and ensure documentation is completed no later than the end of each program day in accordance with policies, procedures, and regulations, for accurate billing purposes, as well as to assist in monitoring the individuals' progress toward goals
  • Initiate communication and outreach to various companies or community organizations for potential partnerships and volunteer opportunities for participants to develop relationships with members of the greater community
  • Day Program Manager oversee program staff to adhere to all safety policies and procedures included in corporate and program policy manuals are followed and enforced by all assigned program staff through observation and review of policies and procedures at regularly scheduled staff meetings and as needed
  • Participate in the interdisciplinary team (IDT) meetings and ISP meetings to collaborate with the individual and other team members through discussion of the individuals' current abilities, needs, and goals, in order to develop appropriate ISPs that ensure the individual's needs are met during program operations and activities, to implement the individuals' needs and plan in day program and community activities that focus on respecting the individual rights, needs, and goals, and to ensure all Day Program documentation and information requirements for the ISP are met
  • Use their full knowledge of governing regulations, including but not limited to Division of Developmental Disabilities (DDD) and Center for Medicare/Medicaid Services (CMS) Home and Community Based Services mandates and the Supports Program Policy Manual, to educate staff and implement measures to ensure full compliance with applicable state regulations through review of existing program documentation including but not limited to individuals' charts, program schedules, staff training curriculum and records, vehicle maintenance checklists, and physical site maintenance checklists and follow up with identified corrections as needed
  • Develop and nurture relationships with external contacts including but not limited to Support Coordinators, families, advocates and/or care givers through on-going conversations and correspondence, to establish a point of contact for problem resolution, individual care services, program operations, agency donations, and social events
  • Day Program Manager assist Director of Day Services in developing plans of correction regarding licensure certification reviews and other citations using knowledge of applicable regulations to correct deficiencies noted and document plan of correction, such as staff training that will occur, policies that will be updated and documentation that will be corrected in accordance with established regulations, policies, and procedures to ensure correction of any deficiencies noted
  • Monitor methods of ongoing quality assurance regarding compliance with all licensure, certification, Elwyn New Jersey policies and procedures and other standards as applicable, through activities including but not limited to use of safety and maintenance checklists, completion of correction responses to internal Quality Improvement (QI) audits, and completion of plans of correction in response to external audit to ensure quality programming
  • Work cooperatively with other Elwyn management staff through regularly scheduled meetings and as needs arise to meet overall Elwyn objectives of the service triangle and program key performance indicators as determined and assigned by operational leadership
  • Work closely with Program Supervisor and Director of Day Services to remedy program concerns when identified and actively work towards addressing concerns, as needed
  • Actively participate in teams, committees or special events as directed by supervisor based on program need to ensure smooth operations
  • In coordination with Director of Day Services, complete all employee timekeeping and payroll activities, including but not limited to paid time off requests and approvals, review and approval of timecards, and submission of payroll corrections in an accurate and timely manner in accordance with Elwyn policy and procedure to ensure compliance with Elwyn policies and all applicable regulations, as needed
  • Complete all consultant scheduling including but not limited to temp agency staff, music therapists, exercise leaders, and other consultants as applicable in support of program operational needs, individual plans, and budgetary guidelines
  • Complete incident management tasks, as needed, including but not limited to identifying incident as reportable, submitting incident information to Risk Management for entering information into data system, investigating incident, as appropriate, creating any needed plan of correction, and providing follow-up through to the closure of the incident as indicated in incident review to ensure situation has been remediated and mitigated
  • Assist Director of Day Services and Risk Management and/or QI Department staff in conducting operational investigations of incidents and fact findings as assigned by Director to ensure facts of reported incidents are discovered and remedied
  • Communicate any changes in policy or procedure to all assigned staff through team meetings and team written communications to ensure that assigned staff are knowledgeable of all current policies and procedures
  • Encourage staff feedback of what is going well, what is not going well and what the staff may need to perform their duties to the best of their abilities through regularly scheduled staff meetings, and utilize this feedback to improve program services and employee engagement and ownership of services provided
  • Order art and activity supplies for Day Program activities, as needed
  • Anticipate future needed changes or problem areas and implement effective action
  • Maintain files on all staff at assigned program(s) regarding required training, disciplinary actions, commendations, evaluations, and any other pertinent information, for supervisory and compliance purposes
  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
  • Works with, understands, and complies with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, ensuring any staff performance issues are conveyed to the Director of Day Services and the Operations Manager and Director of Operations, when needed, etc.
  • Maintains current state-mandated training and certifications
  • Follows all current policies and procedures of Elwyn New Jersey
  • Cooperates with Elwyn New Jersey and the State of New Jersey Department of Human Services, or any other authorized investigating body during an inspection, an inquiry, or investigation
  • Perform cardiopulmonary resuscitation (CPR), first aid, safety care crisis intervention, and medication administration using agency-trained protocols
  • Perform other duties as assigned

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

  • High School diploma or equivalent; associates or bachelors degree in human services related field preferred
  • Five (5) years of experience working with people with intellectual and developmental disabilities
  • Two (2) years of supervisory experience
  • Previous experience working within and managing a unionized workforce preferred
  • Non-profit human service experience highly preferred
  • Knowledge and experience in program design including assessment, development and implementation of individual program plans
  • Working knowledge of fiscal management and budget process
  • The ability to alter working hours as needed
  • Demonstrated knowledge of applicable state program regulations
  • Demonstrated ability to work effectively as part of a team and to lead a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR, first aid, and safety care using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
  • Must submit to a criminal background check and be determined to be not disqualified by the New Jersey Department of Human Services prior to working with individuals served
  • Must agree to have their name checked against the New Jersey Central Registry of Offenders Against Individuals with Developmental Disabilities and NJ Child Abuse Registry (CARI).
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
