Overview

The Environmental Technical Specialist will provide CEU Juneau Environmental Management Branch (EMB) support on CSO-DLM construction projects at units across the D17 AOR. Primary duties shall support environmental aspects of executing shore-side maintenance and repair construction projects.

Responsibilities
    Track, manage, and review EMB support requests including: CEU Juneau requests and Non-CEU Juneau requests
  • Provide regulatory review, technical advice, and guidance to CEU Juneau project managers and/or other stakeholders in solid waste management and disposal.
  • Assist government personnel in developing scopes, writing standard specifications, and estimating costs.
  • Assist government personnel in reviewing design and construction contracts to ensure relevant environmental requirements are included.
  • Provide advice and insight on the resolution of unique and complex natural and cultural resource regulations.
  • Draft technical responses for regulator and/or contractor requests for information.
  • Draft regulatory consultations, as required by the ESA, NHPA, MMPA, or any other federal regulation under NEPA, for construction projects throughout D17.
  • Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG D17 AOR.
Qualifications

Required:

  • BA or BS degree, and demonstrated experience developing/reviewing technical packages for environmental services and performance specifications
  • Minimum 5 years' experience of environmental regulatory concepts, principles, and construction practices INCLUDING:
  • Experience with the National Environmental Policy Act (NEPA),
  • Experience with the Endangered Species Act (ESA),
  • Experience consulting with state and federal agencies in compliance with Section 106 of the Experience managing solid waste in compliance with the Resource Conservation and Recovery Act (RCRA),
  • Experience with the Marine Mammal Protection Act (MMPA),
  • Experience with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA),
  • Experience with Title 18 of the Alaska Administrative Code (18 AAC).
  • Experience working in the D17 AOR (State of Alaska) National Historic Preservation Act (NHPA)

Preferred:

Environmental Engineering degree from an ABET accredited program
