As our Small Business Liaison Senior Buyer, you will be responsible for sourcing and issuing subcontracts for machinery, equipment, tools, raw material, packaging materials, parts, services, and supplies necessary for our operations. You will analyze trends, negotiate prices, and maintain necessary records to ensure that our programs and commodity groups have the materials they need to operate effectively. You will also be responsible for compliance with company policies and applicable Federal Acquisition Regulation laws.

Your expertise in compiling and analyzing statistical data will help us determine the feasibility of buying products and establish price objectives. You will maintain supplier relationships and track their performance to ensure we receive the highest quality products at the lowest possible cost.

In addition to your procurement responsibilities, as a Small Business Liaison Senior Buyer you will be the key liaison between our programs and potential small business suppliers and subcontractors. You will lead outreach efforts and ensure compliance with our Small Business Subcontracting Plans and customer requirements.

As our Small Business Liaison Senior Buyer, you'll be responsible for:

  • Demonstrating a complete understanding and application of procurement principles, concepts, practices, and industry standards.
  • Preparing proposal requests that meet contract requirements and identifying new sources of supply based on quality, on-time delivery, and competitive pricing.
  • Soliciting and awarding purchase orders in compliance with contract requirements.
  • Maintaining and implementing various Subcontracting Plans, including Individual, Master, and Commercial plans, and monitoring their overall performance.
  • Preparing and submitting timely semi-annual and annual small business reports to the Government and our customers.
  • Interacting with government personnel such as Contracting Officers, Administrative Contracting Officers, DCMA, and the SBA.
  • Reviewing and approving small business plans and semi-annual small business reports from Lower-Tier Subcontractors.
  • Engaging in discussions with potential Small Business concerns and providing their information to appropriate company personnel for consideration in subcontracting opportunities.
  • Conducting price/cost analysis and supplier audits to ensure compliance with procurement policies and procedures.

We are seeking a highly motivated Small Business Liaison Senior Buyer with great team collaboration skills, initiative, and a commitment to following processes. Our ideal candidate should have:

  • Bachelor's Degree in Supply Chain, Business, or a related field.
  • 6+ years of directly related experience in procurement, supply chain management, or a related field, with a complete understanding and application of principles, concepts, practices, and standards.
  • Advanced MS Word, PowerPoint, Excel, and MRP/ERP system skills.
  • Knowledge of Contract Law and other Procurement regulations.
  • SAP experience highly desirable.
  • APICS and/or ISM certification preferred.
