JobSummary:

Manhattan StrategyGroup(MSG) is seeking a Proposal Manager to join our business development teamin Bethesda, MD. This position will be responsible for leading, planning, scheduling, and managing the timely development and execution of high-quality proposals to MSG's federal clients from pre-RFP to post submission activities. The successful candidate with be able to quickly adjust to dynamic proposal development schedules and requirements. This role is for a full-time employment position.

Job Responsibilities/Duties:

The Proposal Manager will direct and oversee multiple proposal functions which may include, but are not limited to:

  1. Business development opportunity tracking and management
    • Maintain and augment proposal pipeline management system that includes capture data and status of upcoming, current, submitted, and awarded bids.
  2. Bid team management and coordination.
    • Plan, assign, and manage proposal team member tasks and track progress through regular check ins with teammates and draft document reviews.
    • Develop and manage proposal development schedule including time for solution development, writing, review, revision, formatting, editing, production, and delivery.
    • Coordinate with MSG's pricing and contracts department to develop partner/consulting agreements and create contract budget estimates and price proposals.
    • Track RFQs for Government amendments and manage opportunity questions and answers process.
  3. Deliverable management and development
    • Manage and oversee large volume of proposals (~30 to 40 proposal per year)
    • Support and contribute to development of technical approach solution where appropriate and ensure the solution is described effectively in proposals.
    • Oversee and support technical writing teams involving multiple writers including both experienced and new staff.
    • Develop, manage, and format proposal documents with sections developed by multiple colleagues and partner organizations.
    • Contribute to writing, reviewing, and formatting all parts of proposals, including technical sections, management plans, past performance write ups, and staffing sections.
    • Create or oversee development of capability statements in response to government agency requests for information.
    • Strategically reframe and format MSG's past performances, staff resumes, and project management plans to match needs of new bid opportunities.
  4. Quality control
    • Ensure high quality and consistency of MSG proposal process across all bids.
    • Ensure MSG proposals are compliant with and focused on RFQ evaluation criteria.
  5. Marketing
    • Manage and update corporate marketing and dissemination materials.
    • Support corporate capability presentation events.
    • Assist in development of white papers.
    • Support efforts to apply for relevant corporate awards and recognitions to increased company profile.
  6. Staff development
    • Track and report on team strengths and areas for improvement to contribute to MSG's cultural of continuous quality improvement.
    • Assess internal staff and potential external talent needed to support upcoming bids.
    • Train other staff about business development related processes, resources, and skills
  7. Knowledge management
    • Update and maintain business development knowledge management systems and customer relationship management (CRM) systems.
    • Use and contribute to MSG's database of subject matter experts (SMEs)


Qualifications:

  • Bachelor's degree required; Advanced degree is a plus.
  • At least 7 years of business development experience in consulting sector (of which at least 5 years is in federal government contracting)
  • Strong knowledge of the federal business development lifecycle
  • Excellent reading, writing, copy-editing, and communication skills
  • Strong working knowledge of MS Office Suite and the ability to create high-quality marketing materials, proposals, and documents with short turn-around times.
  • Ability to manage and juggle multiple tasks, as well as engage multiple stakeholders, under tight deadlines.
  • Strong attention to detail and ability to efficiently organize and self-manage.
