HDR currently has an opening for a Federal Regional Quality Manager with the skills and desire to help support our nationally recognized Federal Business Group. The location of this position is flexible with the requirement to be in the East Region (east of the Mississippi River) but the preference is to be located in Charlotte, NC. The Federal Regional Quality Manager will primarily be focused on helping our project teams schedule and conduct quality control (QC) reviews on their design deliverables in accordance with HDR's Quality Management System and client designated processes and procedures. This is an internally focused, customer service type role where you are expected to help Project Managers execute this key aspect of our design process so we can ensure delivery of quality products to our clients. This is not an administrative or audit type role where you point out what people should be doing or are not doing; you will be an integral part of project delivery teams. The ideal candidate will have served as either a project manager or technical discipline lead on a full range of Federal projects, across a wide variety of Federal clients with heavy emphasis on Department of Defense requirements like meeting Unified Facilities Criteria. Given that project team members are often spread across multiple offices, and in the interest of efficiency, the desire is to maximize use of Bluebeam Revue software as the primary means to facilitate and coordinate QC reviews. The ideal candidate will have previous experience utilizing this program (or equivalent) to allow the effective and efficient identification, correction, and reconciliation of QC comments on design deliverables. Finally, the ideal candidate will also have sufficient technical background to conduct an interdisciplinary, holistic QC review on design deliverables to identify items that may not have been caught by the individual technical disciplines.
Primary Responsibilities
In the role of Federal Regional Quality Manager, we'll count on you to:
Monitor Quality Management needs for East Region Federal projects across all Federal market sectors and geographies and make recommendations to Operations and Business Group (BG) leadership, specifically:
Report production risk areas to the Program/Project Manager and BG leadership
Provide internal and external project reporting on quality-related activities, issues, and corrective actions
Verify adequacy of internal quality reviews
Establish project quality processes and monitor implementation and effectiveness of those processes
Identify high risk "yellow flag or critical" projects and proactively interface in 0% and project reviews, including follow up of action items when necessary
Train project/program staff on QMP/PMP requirements Work with Program/Project Managers to assess and incorporate lessons learned and client feedback from project reviews and client meetings into future Quality Reviews
Monitor implementation of company standards and practices as appropriate and provide recommendations and feedback to the Regional Quality Director
Assist the Federal BG Professional Services Director (PSD) in the development of initiatives as designated by the Quality Steering Committee and/or company executives.
Coordinate with the Federal BG PSD to help develop, implement, and maintain a Federal focused set of Quality Control (QC) checklists for disciplines to utilize during QC reviews
Serve as the Quality Manager on designated Federal architecture-engineer indefinite delivery indefinite quantity (IDIQ) contracts which includes developing and implementing Contract Design Quality Management Plans and:
Work with the Project Manager in the development of project-specific QMPs and verify that QMP is current and up to date
Verify that project teams have team members with the right experience and capability
Assist Project Managers in identifying and designating QC reviewers
Coordinate with Project Managers to schedule and facilitate project QC reviews utilizing Blubeam Revu software to include proactively managing design review and comment resolution process (schedule meetings with reviewers, negotiate mutually acceptable resolutions, escalate disputed issues, and track open comments to closure)
Assist Project Managers in review of client comments on deliverables for completeness and quality to ensure all comments are addressed (e.g., DrChecks for DoD projects)
Oversee sub-consultant quality activities and deliverable review
Assist in identifying and documenting issues that may cause, or contribute to, deviations from planned/expected outcomes and develop corrective action plans to address issues
Lead QA/QC-related discussions during scheduled project team meetings
