Job Description

This position is contingent upon your ability to obtain and maintain a DoD Secret level clearance post-employment. 

The Junior-Level Financial Analyst will provide planning, program, budgeting, and execution (PPBE) support to a U.S. Navy program office. 

In this role, you will: 

 

  • Provide business and financial management support in cost estimation, preparation and justification in all areas of DOD planning, programming, budgeting, and execution (PPBE). 

  • Attend program reviews, financial reviews and applicable meetings where budget/financial expertise is required including developing presentations. 

  • Assist in researching and preparing responses to financial drills to NAVSEA Comptroller, Resource Sponsors, Financial Management and Budget (FMB) and Office of the Secretary of Defense (OSD). 

  • Interface with HQ personnel, field activities, and contractors to collect, assess, analyze, interpret and collate POM and budget data and justification to support budget submissions. 

  • Prepare funding documents in the Enterprise Resource Planning (ERP) accounting database and submit to cognizant sponsoring organizations for processing; track the funding documents through the process to completion and Program Analyst (PA) acceptance. 

  • Identify expiring funds. Engage government PAs to determine if funds are available for recoupment, and prepare plan for recoupment of funds and realignment as applicable. 

  • Maintain proficiency in Enterprise Resource Planning Program (ERP), Computer Optimized Batch Reconciliation Application (COBRA), Program/Budget Information System (PBIS), NAVSEA Enterprise Planning System (NEPS), and Electronic Data Access (EDA). 

Qualifications: 

To be successful in this role, you must have: 

  • Bachelor's degree and at least 2 years of experience providing BFM support to a U.S. Navy program office. 

  • Must be able to obtain an active DoD Secret clearance. 

  • Experience with Navy ERP, Obligation Phasing plans, Spend Plans, and familiarity with the PARM funding process is highly desirable. 

  • Experience with any of the various appropriations: Research, Development, Test and Evaluation (RDTE), Shipbuilding and Conversion Navy (SCN), Other Procurement Navy (OPN) is highly desirable. 

  • Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint. 

  • Outstanding verbal and written communications skills. 

  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
