Position Description:  C & G is searching for a Lead Strategic Planning Manager 

Duties and Responsibilities: 

• Monitor, review, and assess changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives. 

• Coordinate with Government leadership in recommending and establishing strategic goals and objectives. 

• Draft policy and leadership correspondence associated with strategic direction and guidance. 

• Establish and maintain tools to report performance against strategic plan objectives. 

• Conduct detailed technical analysis of shipbuilding industrial base issues and provide recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities. 

• Apply and implement a proven, quantitative approach to analyzing culture and recommend initiatives to establish a more effective and efficient culture; including administering Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments and performing Life Styles Inventory (LSI) assessments. 

• Coordinate and/or execute training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques; and establish liaison with business transformation leaders within NAVSEA and DON to stay current in business transformation techniques. 

Experience Required: 

• 10 years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.  

• 5 years supervisory experience  

• 5 years of experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts 

Education Requirements: 

• Bachelor's Degree (BS/BA) in a related field or 10 years of experience (specialized knowledge in related field)
