This position is located at Point Mugu NAS, CA. The Satellite Ground Systems Technician I will be report operationally to the SOMSS Infinity Site/Program Manager, be assigned work from the InDyne Inc Ground Systems Lead and functionally to the SOMSS InDyne Inc. Program Manager. The Satellite Ground Systems Technician II is responsible to support for ground system components (e.g., SGLS & EHF antennae, uplink/downlink RF components, receivers, high-power amplifiers, antenna control units, crypto-logic devices, front-end processing devices (RT-Logic), multiplexers (Juniper Circuit-to-Packet (CTP)), EHF switching, communications/circuit equipment, GPS receiver/antenna, timing distribution); standalone systems supporting communications equipment; test equipment and calibration; and special purpose equipment. Equipment is maintained and operated in both classified and unclassified environments.

Supports all communication circuits and equipment supporting connectivity into NAVSOC networks (e.g., CSU/DSU, repeater cards, media transceivers, copper and fiber optic cabling). DISA services (data, voice, and video circuits, mobile satellite phones)

Work with Information Technology (IT) support staff and Government engineers where integration efforts require teaming of personnel to accomplish tech refresh, spares, installations, repairs, upgrades, troubleshooting, and diagnostics for Facility Operations, Power Production, Environmental, and Moral, Welfare and Recreation at Cape Cod Space Force Station. This person manages CE personnel in all activities involved in the operation and maintenance of the base infrastructure to include electrical and mechanical systems. Manages and controls real property, records and drawings, and is responsible for planning and scheduling maintenance.

Essential Duties and Responsibilities:

  • Maintain all aspects of ground systems to include: SGLS & EHF antennae, uplink/downlink RF components, receivers, high-power amplifiers, antenna control units, crypto-logic devices, front-end processing devices (RT-Logic), multiplexers (Juniper Circuit-to-Packet (CTP)), EHF switching, communications/circuit equipment, GPS receiver/antenna, timing distribution; standalone systems supporting communications equipment; test equipment and calibration; and special purpose equipment.
  • Performs troubleshooting, corrective action, repair, and maintenance as per guidance provided by POR activities, vendors, and DGR. Checklists and written procedures (when they exist) are used to install, maintain, troubleshoot, diagnose, and resolve system problems
  • Perform ground system anomaly response to troubleshoot, diagnose and correct ground system components
  • Monitor and coordinate corrective actions on leased lines (LL). Generate all necessary requests for leased line (LL) support and service.
  • Initiate, diagnose, analyze, and implement (with DGR coordination & approval) corrective actions, improvements, upgrades, and enhancements to ground systems in accordance with the NAVSOC Configuration Management Plan (NAVSOCINST 4130.3A).
  • Perform as a technical representative of ground system operations and participate in meetings related to the troubleshooting, correction, enhancement, maintenance and sustainment of ground system components as required by the N6 DGR.
  • Perform daily (business day) walkthrough of equipment room for alarm checks at HQ, Det A, and Det C; additionally, generator, power, UPS alarm panels, and other ground equipment that can readily be monitored for nominal operating conditions.
  • Develop and submit project concepts for government approval. Project concepts shall be a short (e.g., one page) summary that outlines the general proposal, and provides a rough order of magnitude (ROM) of the estimated funding and man-hours.
  • Develop project proposals after the initial project concept has been submitted and approved by the government
  • Submit a cost proposal for material and services required for maintenance, upgrades, enhancements and corrective action.
  • Provide oversight during installation and integration of H/W and S/W provided by other vendors in support of the overall project objectives
  • Apply generally accepted standards for installations such as (but not limited to) organized and clean set-ups, wire and cable bundling, labeling, ease in operation and access, and consistency with (but not less than) other installed equipment within the SOC.
  • Monitor DISA authorized service interruption (ASI) messages on SIPRNet for outages affecting NAVSOC communication circuits.
  • Develop and submit to N6 DGR an annual Preventative Maintenance (PM) plan and a schedule for any required downtimes required to conduct PM to minimize any impact to operations.
  • Maintain all ground system components by utilizing existing technical publications and maintenance requirement cards.
  • Work with the NAVSOC 3MC to ensure maintenance procedures and reporting are in accordance with 3M requirements
  • Identify and establish qualified personnel for the 3M 301 Maintenance Person and 3M 303 Work Center Supervisor positions at each Work Center
  • Provide initial and annual 3M Training to include but may not be limited to Fall Protection, Aloft Safety, and Electrical Safety. Maintain training and certification records for all 3M assigned personnel
  • Maintain and track maintenance records for all GFE repairs to include hardware nomenclature, serial number, description of problem, corrective action, vendor, and dates.
  • Coordinate with the government team, the GFS support contractors and other external vendors to develop test requirements, testing procedures and formulate test plans.
  • Develop and execute acceptance tests for new, repaired, and replaced equipment, including identifying and resolving any problems to ensure accepted products meet intended operational requirements and requirement specifications.
  • Perform installation and functional testing of equipment.
  • Validate that problems identified during testing are resolved
  • In the event a COOP, contingency plan, emergency action plan, or incident response plan is executed: contractor shall execute the procedures
  • Provide inventory support on a quarterly and monthly basis for ground system equipment maintained under this contract
  • Provide recommendation and written quote for subject matter expertise (SME) or repair.
  • Performs other duties not limited to general housekeeping, safety and environmental practices, complies with security policies and PWS directive publications, completes ancillary training and participates in exercises.

Educational/Training Requirements:

  • Bachelor of Science Degree in an engineering, facility management or technical discipline or equivalent experience. Equivalent experience is defined as five years of demonstrated successful performance in Satellite Ground S within the technical disciplines outlined above.
  • Must be proficient in AutoCAD
  • Must have an Active Security Clearance or eligibility.

Required Skills/Experience:

  • Excellent communication skills both written and verbally
  • 5 years experience with and troubleshooting of RF transmitters/receivers, telemetry synchronizers, timing generators, antenna control systems and front end telemetry/command processing equipment.
  • 3 years experience utilizing oscilloscopes, spectrum analyzers, and power meter test equipment.
  • Experience with Maintenance and Material Management (3-M) program or similar preventative maintenance tracking programs.

Preferred Skills:

  • Experience with electromechanical and hydraulic antenna systems.
  • Ability to rig and position large antenna components, assemblies, and supporting structures using a crane.
  • Experience using a forklift, man-lift or other mechanical material handling equipment.
  • Desired experience in data communications and familiarity with bit error rate test equipment.

Work Environment:

  • Must be able to lift or move items weighing up to 50 pounds.
  • Must be able to climb ladders.
  • The job is normally performed indoors in an industrial setting, with computer rooms and large antennas, this will require the Lead to work in various parts of the facility, as well as outdoors.

Physical Demands:

  • Walking, siting, typing, bending, climbing and lifting items as required within position requirements.
