The North Central Texas Council of Governments Transportation Department is seeking entry- or mid-level Transportation Funding Specialists to support the development, maintenance, financial analysis, and implementation of transportation projects and programs. At NCTCOG, you'll be part of an innovative and award-winning Metropolitan Planning Organization (MPO) that serves the fourth largest metropolitan area in the United States. This team facilitates and manages the selection and implementation of transportation projects within the Dallas-Fort Worth area. This team monitors a portfolio of over $30 billion in projects. Tasks will generally include technical and/or public administrative support for projects and programs. Problem-solving and critical-thinking skills are essential to this position. The individual's official position will be classified as a Transportation Planner II.

This posting is for the mid-level Transportation Planner II position. Applicants wishing to be considered for this position should apply online at. Due to the pandemic, the North Central Texas Council of Governments is currently permitting employees to work a hybrid schedule that consists of the equivalent of a minimum of two days per week in the NCTCOG offices in Arlington, Texas, and three days remotely from home within the Dallas-Fort Worth Region.

Responsibilities may include, but are not limited to, the following:

  • Assisting with the development of the regional funding document for projects and programs
  • Entering data accurately and maintaining database quality and data integrity
  • Performing analysis on projects submitted for funding consideration through Calls for Projects or other funding initiatives
  • Participating in the management of innovative funding and financing partnerships
  • Researching project histories and providing initial and follow-up analysis to team members and/or regional partners for project inquiries utilizing internal and external sources
  • Supporting project tracking efforts to ensure the timely implementation of transportation projects
  • Responding to inquiries received from elected officials, local governments, and the public, as directed by supervisor
  • Providing professional support to the Department and committees by scheduling regular/cyclical meetings, developing agendas, and preparing handouts
  • Assisting in the administration of State, federal, and regional transportation funding programs
  • Ensuring compliance with federal and State requirements concerning program administration and management
  • Supporting the development of the Metropolitan Transportation Plan (MTP) and Air Quality Conformity documentation as needed
  • Drafting, for supervisor review, correspondence, documentation, and reports for numerous audiences, including federal and State transportation partners, local governments, elected officials, and the public
  • Performing analysis on Texas Department of Transportation (TxDOT) and NCTCOG project listings
  • Drafting, preparing, and delivering oral presentations to staff and committee members
  • Assisting with the creation and maintenance of MS Access database tables and reports
  • Creating and running MS Access database queries

  • Must be able to meet deadlines by working quickly without diminishing quality of work
  • Must be able to write letters, memos, and email correspondence, as well as professional reports
  • Must be flexible and able to multi-task
  • Must be able to effectively handle special assignments outside of daily tasks
  • Must be able to accept new techniques and procedures quickly and integrate them into daily job functions
  • Must work well under pressure and in time-sensitive situations
  • Working knowledge of MS Access and ESRI GIS software products is a plus

Required Experience:

  • Bachelor's Degree in analytical, quantitative methods (i.e., business, public administration, public policy, government, urban/transportation planning, innovative funding, accounting principles, project programming, or related fields)
  • At least one year of job-related experience

FLSA: Exempt

Salary

  • Minimum of $45,875.00 - $55,050.00 annually
