Departmental Overview

Housed within the Division of Student Affairs, the Center for Educational Partnerships (CEP) is the primary unit on campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education and to the University of California for low-income and educationally disadvantaged students.

Working in partnership with over 125 schools and 68 California community colleges each year, CEP improves academic achievement and expands post-secondary educational opportunities for students who face significant barriers to college. CEP's programs help young people overcome educational and financial barriers to prepare for and be accepted at two- or four-year colleges. Twelve programs provide services free-of-charge to well over 75,000 students annually. CEP's school-wide/systemic change programs help build college-going cultures in schools and districts by serving teachers, counselors, administrators, and families.

As three of the twelve CEP programs, the federally funded UC Berkeley Pre-College TRIO Program consists of the Upward Bound, Upward Bound Math-Science and Talent Search Programs. The Pre-College TRIO programs provide services to low-income, first-generation college bound high school students from the East Bay communities and school districts of Oakland and West Contra Costa, providing participants with the motivation and services necessary for them to successfully complete secondary and postsecondary education. Both the Upward Bound (UB) and Upward Bound Math-Science (UBMS) programs operate year round and provide intense and comprehensive programs of services and activities during the academic year and an on-campus residential experience for six (6) weeks during the summer. The Upward Bound Math-Science program serves 81 students from TRIO programs in California, Nevada and Hawaii. In addition, the Upward Bound Program program serves 169 students.

Responsibilities

PROGRAM DEVELOPMENT AND MANAGEMENT

  • Responsible for developing K-12 academic preparation programs with a particular emphasis in science and math curricula and federal regulations governing academic core curriculum. Plans and oversees day-to-day academic program operations; evaluates outcomes, and ensures goals and objectives are met. Manages the development of supplementary educational programs in the form of science-based field trips; research projects/activities; colloquium series; science and math mentorships; and distancelearning activities utilizing various web stations, internet, and e-communications.
  • Develops partnerships/networks with K-12, higher education institutions, and community organizations.
  • Develops short and long term strategies, evaluates outcomes, and ensures program goals and objectives are met.
  • Participates in the development and monitoring of policies and procedures for program components. Develops and manages program components and activity budgets.
  • Coordinates Saturday Academies (career development series) and develops cultural, professional and educational workshops aimed at sharpening critical-thinking skills, and heightening the social and cultural awareness of project participants.
  • Manages the academic component of the summer residential program including recruitment, hiring and supervising academic staff, approving course curricula, and organizing academic field trips, the hackathon, and the end of the summer colloquium.

TEAM LEADERSHIP & TRAINING

  • Supervises, coaches, and provides direction to at least one FTE, the UB/UBMS Academic Preparation Specalist, ensuring that their job responsibilities are met.
  • Designs and implements training for professional, non-senate academic, student, and temporary staff.
  • Develops and maintains trainings, policies and procedural manuals for academic programs. Facilitates regularly scheduled academic staff meetings for tutors and instructors.
  • Provides leadership in strategic and program planning efforts. Serves as the Team Leader of the UB/UBMS/TS academic staff.
  • Recruits, hires, and onboards professional, student, non-senate academic, and/or temporary staff (this includes summer instructors and tutors).
  • Coaches, provides direction and assigns work tasks to academic team members. Reports on the status of team members' work assignments to the Director.
  • Conduct performance evaluations and professional development plans of team members along with the input from the Director. Resolves disputes and inter-staff conflicts. In consultation with Director, implements appropriate corrective actions in accordance with university personnel policies and contracts.

COMMUNICATIONS & REPORTING

  • Produces program reports and evaluations.
  • Oversees the collection, analysis, and evaluation of student and program data to document progress toward established goals and objectives.
  • Assists with collecting, reviewing, and submitting annual performance reports to the Federal Department of Education, school districts, department, the University, and other external stakeholders.
  • Reviews new information and developments about K-12 and higher education policies and issues, and analyzes their impact on program strategies.
  • Makes recommendations to the Director based upon this analysis. Ensures accurate and up-to-date data entry for all academic programs.

OTHER

  • Serves on department, campus, and external committees, workgroups, and coordinating bodies.
  • Serves as consultant/expert/resource to K-14 institutions and community organizations regarding college access and college-going culture.
  • Assists with fundraising, grant proposal writing and development planning; researches and drafts proposals and concept papers.
  • Other duties as assigned by Supervisor.

Required Qualifications

  • Minimum of 3 years experience working with underserved youth. Demonstrated knowledge of teaching practices and academic trends; curriculum development, classroom management and pedagogical philosophies.
  • Knowledge of up-to-date information on K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and matriculation processes.
  • Ability to interpret policies and procedures to youth, parents, and school representatives.
  • Extensive knowledge of youth and adolescent development theory, including issues facing low-income, first-generation, and urban youth.
  • Demonstrated cultural awareness and the appreciation of the humanity of all identities including (but not limited to) race, ethnicity, gender, socio-economic status, religion, ability and sexual orientation.
  • Comprehensive experience advising and supporting educationally underserved students regarding postsecondary opportunities and careers.
  • Advanced knowledge and experience working with educational equity programs serving a diverse student population.
  • Knowledge of state and national education policies and current education theories. Demonstrated experience and knowledge of STEM programming.
  • Ability to establish and maintain cooperative relationships with school district administrators, school counselors, principals, teachers, parents, and community contacts.
  • Demonstrated experience with recruitment, interviewing, and hiring professional, student, non-senate academic, and/or temporary staff.
  • Strong project management skills. Ability to prioritize work assignments and manage multiple critical projects with deadlines.
  • Demonstrated supervision experience of full-time staff. High-level skills in communicating clearly and effectively verbally and in writing. Strong interpersonal skills, including presentation, communication, negotiation, leadership, problem-solving, supervisory, and conflict resolution. Ability to work under pressure in a variety of settings and to maintain a professional demeanor at all times. Strong project management skills. Ability to prioritize work assignments and manage multiple critical projects with deadlines.
  • Demonstrated ability to produce creative solutions to complex problems. Advanced writing skills with demonstrated experience creating grant proposals. Demonstrated experience in staff/teacher development.
  • Demonstrated ability to work independently and as a team member.
  • Demonstrated computer literacy with competency in word processing, spreadsheet, database management, presentation, and other information technologies. Extensive knowledge of the target school site districts and schools, surrounding communities, and the socio-political landscape. An advanced understanding of campus initiatives, politics, and programs serving youth in the surrounding communities.

Education

  • Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications

  • Bilingual preferred (Spanish)
  • Ability and willingness to work evenings, weekends, summer, and to travel overnight.
  • CPR certification or other life-saving skills preferred.
  • Masters degree.
