Job Description

TMC is seeking a person with specialized technical experience with multiple generations of Naval Anti-Air Missile Weapon Systems based on the USN STANDARD Missile. TMC is a subcontractor to a major Prime Contractor which designs, develops, integrates and provides life cycle supports of unique integrations of STANDARD Missile Weapon Control Systems for Foreign Allied Nations. The Prime Contractor also supports the technical evolution and development of the STANDARD Missile family of missiles. These newer generations of missiles may after a suitable releasability determination become candidates for further capability improvements for the FMS allied customers. Most of the work is managed by the USN STANDARD Missile Program Office FMS Contingent funded via various FMS Case Managers for each of the specific foreign countries.

Role - Technical Director / Program Manager Consultant (TD/PMC)

The TD/PMC develops technical approaches to system development and integration, vets those approaches with the Prime Contractor Program Manager (PM), and, when concurrence is reached, provides technical guidance to the Prime Contractor technical staff under the direction of the PM. He/she provides the Prime Contract PM regular updates on progress, new developments, challenges and any suggested changes in approach. The Prime Contractor already has multiple variants of STANDARD Missile Weapon Control Systems deployed with multiple Foreign US Allied nations. Some are going through First of Class qualification, some are in life cycle support, and some are approaching COTS Obsolescence and Mid-Life Upgrades. At major program milestones, the TD/PMC may interact directly with USN and FMS customers for the more technical aspects of program planning including developing technical responses to FMS requests for Pricing and Availability. This must be done with rigorous coordination with the PM and his designated points of contact for labor and pricing.

Environment - Co-Located with the Prime Contractor in Rockville MD. Occasional Visits to Crystal City VA / Washington Navy Yard Washington DC. Potential for limited overseas travel.

Working on-site at the Prime Contractors location, office space and computing resources are provided by the prime. This is necessary to ensure compatibility with on-site IT Security and ability to exchange technical data directly with the PM and technical staff. The Weapon Systems developed at this facility evolved from an extensive common software library covering a range of ship systems from rotating radars and launchers through the latest active phased arrays and vertical launching systems. Implementation environment, hardware, operating systems and subsystem interfaces are unique for practically every solution. The facility has an on-site classified software development facility where the Weapon Control Software is designed, developed and acceptance tested. Subsequently evolutionary builds of this software may be sent to the development facilities of other collaborating contractors or US Navy Facilities for Integration and Test prior to fitting on the ships. The technical staff varies depending on the phases of system development/life cycle maintenance. The advantage of being a large contractor allows retention of key technical staff on other contracts during phases of Life Cycle Maintenance/In Service Support.

These projects involve collaboration among a significant number of US and Foreign Defense contractors as well as US Navy Laboratory facilities. One of the first tasks on any project is development of a Program Management Plan which defines the roles and responsibilities of all the involved activities and describes the activities of multiple Integrated Product Team working groups. The Prime Contractor has long standing relationships with many of these activities including NSWC PHD, NSWC Corona, JHU/APL and Raytheon Missile and Defense Systems (the STANDARD Missile OEM)

Job Requirements

Minimum Requirements

  • B.S., Electrical, Mechanical, or Computer Engineering from an ABET- accredited university
  • More than 10 Years Weapon/Missile System Experience
  • Security Clearance: Secret
  • Knowledge and understanding of DoD/DoN Acquisition Procedures and Policies (DoD 5000 process)
  • Experience with Foreign Military Sales (FMS) and Defense Institute of Security Assistance Management (DISAM)
  • Experience with International Trafficking in Arms Regulations (ITAR) including development of export licenses Technical Assistance Agreements (TAAs) and compliance tracking under approved licenses and ITAR exemptions.
  • Demonstrated experience with both US Navy and International Combat System Testing, Grooming, and Training for Surface Ship Missile test events and ship qualification.
  • Demonstrated experience with development of system requirements analysis, decomposition, functional allocation and Verification/Validation of combat systems' air defense systems.
  • Knowledge and understanding of DoN Releasability Guidance and the process of Releasability determination.
  • Demonstrated managerial experience for development of real time software for Weapon Control Systems from requirements development through software acceptance/certification and qualification acceptance testing for deployment.

Preferred Requirements

  • Direct experience with Ship Systems supporting the USN STANDARD Missile.
  • Experience in development affordable and adaptable systems using the Modular Open Systems Approach (MOSA)
  • Familiarity with the Evolution of the USN STANDARD Missile and supporting ship systems, launchers, radars, and communications links.
  • Familiarity with Foreign Allied Navies use and employment of USN STANDARD Missile.
  • Broad knowledgeof Fire Control Systems both legacy (rotating) and latest evolutions (multi band active phased array radars)
  • Networking knowledgeincluding distributed systems architecture, VLANs, firewalls, network security and publish / subscribe network middleware.
  • Familiarity with Department of Defense Open Systems Architecture (OSA) Contract Guidebook for Program Managers
  • Familiarity with Naval Science and Technology (S&T) Strategies and Future Naval Capabilities (FNC) programs.
  • Experience with Ship Transfer (US to Foreign) and Third-Party Transfer of Naval Military Systems
