POSITION OVERVIEW
We have an opening for a Clinica Latina Manager in our Outpatient Services program! The Clinica Latina Manager (CTM) is responsible for management of the day-to-day functioning and programming of culturally specific services within our Clinica Latina program in Clinic Based Services. Clinica Latina is a preference-based mental health and substance abuse treatment program for individuals who identify as a person of color and speak Spanish. The program offers individual and group mental health and substance abuse treatment as well as case management and partnering with Dane county organizations involved in the Latine community. 
This role will work in close coordination with the Director of Clinic Based Services and the Clinic Based Services management teams.  The Clinica Latina Manager provides direction, leadership, support, and backup to the psychotherapists, case managers and peer support personnel within Clinica Latina to ensure the efficient, consistent, and smooth functioning of the Clinica Latina program. This role also serves as a relational head and bridge between Clinica Latina and its various community partnerships within Dane County.  The Clinica Latina Manager leads efforts in clinical program development including programmatic efforts to meet the needs of current contracts and funders as well as expanding and developing new pathways of services.  This role has a yearly service hour expectation of 600 hours.

FOLLOWING IS ADDITIONAL INFORMATION:
The Clinica Latina Manager is supervised by the Director of Clinic Based Services and may assume other duties as assigned.
QUALIFICATIONS
ESSENTIAL
Education/Licensure
  • Master’s degree in related behavioral health field.
  • One year of in-training licensure towards a PhD, PsyD, LMFT, LPC or LCSW, and can meet relevant licensing requirements for billable services and supervision for mental health and/or substance use disorder services.
  • Fluency in Spanish.
Experience
  • Clinical supervision experience.
  • Demonstrated ability to clinically supervise an inter-disciplinary service team.
  • Demonstrated ability to work in a culturally sensitive recovery oriented and trauma informed manner with larger systems both inside and outside the agency.
  • Demonstrated understanding of contract compliance issues in substance use disorder, and adult mental health fields.
  • Ability to work in collaboration with a variety of behavioral health disciplines including case managers, psychotherapists, psychiatric nurses and prescribers.
  • Knowledge of and demonstrated skill in providing culturally sensitive, trauma informed staff development and supervision, program planning and quality assurance.
  • Strong organizational and leadership skills.
  • Excellent verbal and written communication skills.
  • Valid driver’s license and good driving record; access to car and willingness to use it for work (i.e. transporting consumers).
Typical Physical Demands
Requires driving, sitting, standing, light lifting, bending, and reaching; and the ability to use and operate standard office equipment, including computer, calculator, phone, printer, cell phone, facsimile, etc.
Working Conditions
May require evening or weekend hours depending on program and consumer’s needs.


PREFERRED
  • Full licensure as a PhD, PsyD, LMFT, LPC or LCSW.
  • Licensed as a CSAC, SAC or SUD specialty.
  • Management experience in a human service provider agency.
  • Experience in crisis resolution.

RESPONSIBILITIES
A.  Management and Delivery of Clinical Services
  1. Coordinate recruitment, hiring, supervision and training of new staff including efforts to hire and retain a diversified staff.
  2. Work closely with all members of the clinic-based management team and the Director of Clinic Based Services in the planning, development and operation of clinical services for individuals receiving substance use disorder and/or mental health services.
  3. Coordinate with the program Team Leaders and the Director of Clinic Based Services to determine personnel decisions of promotion, disciplinary action, terminations and leaves of absence for staff.
  4. Monitor service contracts, and guide clinical services to ensure contracts expectations are being met on a regular basis
  5. Ensure that program services are trauma informed, recovery oriented, and culturally responsive through staff development and training activities.
  6. Coordinate services with other JMHC programs and services including Records, Emergency Services Unit and the Clinical Assessment Unit.
  7. Work with the Director of Clinic Based Services to ensure relevant clinical interests are represented at community consortiums, meetings and workgroups.
  8. Provide clinical supervision to Clinica Latina staff.
  9. Provide a range of clinical services including individual, group, and/or case management activities in a context that is supportive of the consumer’s family, culture, values and perspectives.
  10. Complete accurate clinical records including intakes, case histories, treatment plans, case notes, discharge summaries and other information in a timely manner.
  11. Provide case management and other therapeutic services as necessary.
  12. Attend weekly staffing, consultations, and other clinical meetings as assigned
B. Quality Improvement and Administration
  1. Oversee service compliance with state licensing, certifications, and billing regulations, especially regarding the required documentation in consumer treatment records.
  2. In conjunction with the clinic-based management team provide day-to- day oversight of clinic-based services clinical performance ensuring adherence to clinical standards of care.
  3. In conjunction with the Director of Clinic Based services, provide interpretation of agency mission, values, and policies and support staff understanding and compliance.
  4. Provide oversight of process improvement change projects and support staff input into changes in processes and services.
  5. Convene, facilitate and participate in program staff meetings.
  6. Oversee the Clinica Latina budget in collaboration with the Director of Clinic Based Services.
C.  Community Advocacy and Public Relations
  1. Represent the agency and program mission and values to other agencies, funding sources, and the general public.
  2. Provide expert testimony about mental health, substance use disorders, trauma informed services, and related issues to policy-making groups, funding groups, and other meetings, as assigned.
  3. Ensure positive and productive working relationships with other providers.

Generous Paid Time Off! Prorated based on hire date and FTE, new staff accrue 5 weeks during first year, and accrue 6 weeks beginning on first year anniversary.
