This position is responsible for directing the Contracts organization as well as related support services including, providing management of all existing and future contracts, assuring fulfillment of contractual obligations and business objectives (i.e. proposals, negotiations, claims, expansion and closeout), and management of the facility security services. The role interfaces with all levels of the Company’s management providing guidance on program strategies and contract related matters.
Serve as a key member of the Senior Leadership team and provide recommendations that keep the Company current with state-of-the-art developments and strategically competitive in the industry
Direct Contracts function as well as Facility Security including COMSEC, ITAR, CUI compliance, and Order Entry
Management of all Department staff and activities
Responsible for monitoring performance of assigned scope within contractual boundaries, company expectations, and established standards based on contractual commitments, including financial, quality, technical, and schedule
Assess contractual risk, manage the assessment of overall risk, and prepare management proposals to influence the potential profit/return on investment of new business pursuits
Conduct and coordinate negotiations of complex, high-dollar contracts requiring a high degree of negotiation expertise
Plan, manage preparation, leads and documents contract negotiations to optimize the potential profitability potential of all contracts
Manage contract performance to support internal business objectives as well as satisfying the customer and providing for follow-on business
Maintain effective working relationships with internal and external customers
Provide guidance and direction to ensure contracts and support services are in compliance with Government laws and regulations as well as Corporate policy and procedures
Interface with customers to discuss problem areas and contract closeout
Coach, develop, and obtain top talent to meet/exceed Contracts and Support Services’ objectives
Administers all Human Resources programs and policies (including selection, promotion, transfers, salary administration and termination) without regard to race, religion, sex, national origin, age or handicap)
Requirements:
BS in Business, Business Administration, International Business
Minimum of fifteen years related experience and a minimum of ten years Contracts management experience
Possess an understanding of electronics manufacturing as well as contracting associated to manufactured products within the US DOD industry
Responsible for negotiation of contract terms and conditions
Responsible for administering all types of contracts involving unlimited dollar volume and complexity
Extensive knowledge of Department of Defense prime contracting, subcontracting, contract cost analysis techniques, contract termination procedures, and quoting/proposal audits
Extensive knowledge of Federal Acquisition Regulations (FAR), DFARS, NDA’s and teaming agreements
Knowledge of COMSEC, ITAR, CUI compliance, and Order Entry
Awareness of trends in the Government acquisition environment
Experience with Defense Security Services (DSS) and managing a Facility Security Officer role
Certified Professional Contract Manager (CPCM) certification or Government equivalent certification, preferred
Excellent interpersonal skills and team building skills
Excellent computer skills (Proficient with MS Office Suite)
Excellent oral and written communication skills
Inter, intra-department and external contact required
Possess or have the ability to obtain a U.S. Government granted security clearance
Some travel may be required on an as needed basis
