Program Manager for Substance Use Disorder Treatment Programs (Contra Costa County)

Center Point, Inc. is seeking a Program Manager in Contra Costa County to oversee Intake and Outpatient Programs. The Program Manager is responsible for the overall supervision and coordination of the Agency’s community-based Central Intake Department and Outpatient substance use and mental health disorder programs. Center Point’s programs serve women and men as well as those involved in the criminal justice system, homeless populations, cultural and ethnic minorities, and those with co-occurring disorders. The Program Manager provides counselor supervision, programmatic and clinical oversight, depending on credentials and scope of practice. Successful candidates must possess a clinical license or a counselor certification, have experience providing supervision, and must have a background in Drug Medi-Cal and Department of Health Care Services regulations and standards.

PRIMARY RESPONSIBILITIES

  • Supervision and Oversight of outpatient treatment and case management services;
  • Oversight of assessment procedures and outcomes and review of admissions;
  • Review of ASAM-based assessments and oversight of the development of Treatment Authorization Requests;
  • Evaluation of assessments and determination of appropriate modality of treatment;
  • Review and approval of treatment plans, treatment plan reviews, and justifications for continued treatment;
  • Oversight of client charts, including progress notes, discharge planning, and care coordination;
  • Supervision of group facilitation and compliance with evidence-based practices;
  • Implementation, training, and supervision of evidence-based practices;
  • Conduct training and supervision to ensure program fidelity to proscribed models of care;
  • Standardizing systems of care.

ADDITIONAL RESPONSIBILITIES

  • Submission of monthly CalOMS, DATAR, Grant, and other data and narrative reporting;
  • Oversight of monthly service utilization, DMC billable units of service, and utilization of grant funded services;
  • Compliance with all data entry requirements to include Electronic Health Records, County Information Systems, Federal Grant Data Systems, etc.;
  • Compliance with all DHCS and DMC regulations, standards, and guidelines;
  • Supervision, training, and development of program staff;
  • Compliance Monitoring and participation in Utilization Reviews and Continuous Quality Improvement;
  • Maintaining client charts in compliance with licensing, grant, and contractual requirements.

REQUIRED QUALIFICATIONS:

  • Professional License (LMFT, LCSW, etc.) plus a minimum of five years of experience supervising counseling, case management, and support staff in substance use disorder programs is desired.OR
  • A Substance Abuse Counseling Certification from a State of California Accredited Certifying Board is required unless possess a professional license plus 5 years supervisory experience.

Desired EXPERIENCE

  • Development of Treatment Authorization Requests in a managed care environment;
  • Experience conducting Utilization Review of program services;
  • Proven leadership skills, including the ability to motivate, inspire and influence others;
  • Experience with data collection, statistical analysis, and narrative report writing;
  • Must be knowledgeable about the Department of Health Care Services and Drug Medi-Cal regulations, standards, and guidelines, including the rules and regulations affecting the clients served;
  • Experience facilitating, training, and oversight of evidence-based treatment models;
  • Experience training and supervising cognitive behavioral therapy and other substance use disorder counseling methods, motivational interviewing, stages of change theory, and behavioral interventions;
  • Experience working with Criminal Justice, homeless, and at-risk populations;
  • Previous experience in staff supervision, quality assurance activities, providing clinical direction, and designing therapeutic interventions.
