Job Description
The Contracts Specialist is responsible for the lifecycle of all contracts. Cultivating and maintaining successful business relationships with U.S. Government customers and Prime Contractors, while protecting the business interests of the Company in an ethical manner.  Also serves as the liaison between the Company and the Contracting Officer and/or Subcontract procurement agent for all pre-award activities pertaining to solicitations, proposals, and contract negotiations, as well as cradle-to-grave contract administration activities on assigned contracts.  
  • Manages Contract lifecycle performance including but not limited to draft, modification, execution, amendments, and renewal of Contracts.  
  • Serves as customer interface to promote customer satisfaction, and ensures compliance with all applicable contract terms and conditions to develop follow-on business opportunities
  • Preparation and review of all contract documentation including terms and conditions, Statements of Work, Nondisclosure Agreements, contract amendments, etc.
  • Reviews, analyzes, and interprets contract requirements to determine contractual obligations and provides continual review and administration to ensure that all terms and conditions are met and that any problems are identified and resolved in a timely manner
  • Monitors programs for potential “constructive changes” and pursues equitable contract adjustments as necessary
  • Writes analyses regarding contract terms and conditions, obligations and revisions and coordinates interactions with customers and technical managers to include pre-contract discussions, contract negotiations and contract changes
  • Supports proposal and fact-findings, prepares negotiation plans and leads contract negotiations
  • Ensures contract closeout is conducted timely and in a manner that results in customer satisfaction
  • Advises management and keeps management informed of contract issues which may negatively impact business growth, profitability, contract performance or the Company’s eligibility to receive future business.
  • Administers ITAR and export compliance
  • Consults with Director of Contracts and if required legal counsel, on all activities pertaining to all contract requirements, Memorandums of Understandings, Joint Venture agreements, teaming agreements, technology licensing and leases, etc.
  • Building and maintaining effective working relationships with internal and external customers, including US Government contracts specialists and Prime Contractors
Requirements:
  • Bachelor’s Degree in Business or related field
  • Minimum of five years contract management experience with a minimum of three years in a manufacturing environment and preferably two years of finance experience
  • Experience with Intellectual Property laws and regulations; ITAR and EAR (Dodd-Frank bill, whistleblower incentives and protections); NSA; DoD departments and agencies; FFP; Cost Reimbursement; T&M types of contracts; IDIQ Task Order and Deliver Order contracts as well as Non-disclosure agreements and Teaming Agreements; Subcontract Management; and Contract manufacturing
  • Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and cost data for a variety of pre-award and/or post-award contract actions
  • Knowledge of contract termination procedures sufficient to review and analyze settlement proposals, audit reports, technical evaluations, and subcontractor claims
  • Knowledge of Federal Acquisition Regulations (FAR), DoD DFARS supplement
  • Possess or ability to obtain a U.S. Government granted security clearance
  • Excellent computer skills (Word, Excel, Power Point, and SharePoint)
  • Strong analytical, organizational, and oral and written communication skills
